44 R E S O L U T I O N
55 WHEREAS, Citizens of Lewisville are mourning the loss of Jay
66 Patrick Powell, the assistant chief of the city's police
77 department, who passed away on January 6, 2023, at the age of 52;
88 and
99 WHEREAS, Jay Powell was born in Denton on March 7, 1970, to
1010 Pat and Rebecca Powell; he graduated from Denton High School in
1111 1988, and he studied accounting at the University of North Texas,
1212 where he received a master's degree in 1993; and
1313 WHEREAS, In 1994, Mr. Powell embarked on his law enforcement
1414 career, achieving recognition as the valedictorian and
1515 distinguished recruit of his basic academy class with the
1616 Lewisville Police Department; rising to the rank of assistant
1717 police chief in 2014, he took on a broad range of duties and was
1818 charged with oversight of the Support Operations Bureau; moreover,
1919 he supervised officers in training, traffic, and criminal
2020 investigations, and he was also involved in departmental issues
2121 concerning personnel, budget, and community resources; and
2222 WHEREAS, During his nearly three-decade-long career with the
2323 Lewisville force, Assistant Chief Powell earned a reputation for
2424 his bravery and integrity and for his willingness to come to the aid
2525 of anyone in need; a graduate of the FBI National Academy, he was
2626 widely respected, and he was honored with multiple service awards
2727 over the course of his tenure; and
2828 WHEREAS, Mr. Powell and his wife, Rhonda, shared a rewarding
2929 marriage that spanned more than a quarter century; a lifelong
3030 resident of Denton, he entertained throngs of trick-or-treaters
3131 every year with his elaborate Halloween displays and costumes; and
3232 WHEREAS, A devoted public servant, Jay Powell made a
3333 meaningful difference in the lives of all those who had the
3434 privilege of knowing him, and he leaves behind a record of service
3535 that his loved ones can remember with pride; now, therefore, be it
3636 RESOLVED, That the House of Representatives of the 88th Texas
3737 Legislature hereby pay tribute to the life of Assistant Chief Jay
3838 Patrick Powell of the Lewisville Police Department and extend
3939 heartfelt sympathy to all who mourn his passing; and, be it further
4040 RESOLVED, That an official copy of this resolution be
4141 prepared for his family and that when the Texas House of
4242 Representatives adjourns this day, it do so in memory of Jay Powell.
