| 5 | 5 | | WHEREAS, Citizens of Lewisville are mourning the loss of Jay |
|---|
| 6 | 6 | | Patrick Powell, the assistant chief of the city's police |
|---|
| 7 | 7 | | department, who passed away on January 6, 2023, at the age of 52; |
|---|
| 8 | 8 | | and |
|---|
| 9 | 9 | | WHEREAS, Jay Powell was born in Denton on March 7, 1970, to |
|---|
| 10 | 10 | | Pat and Rebecca Powell; he graduated from Denton High School in |
|---|
| 11 | 11 | | 1988, and he studied accounting at the University of North Texas, |
|---|
| 12 | 12 | | where he received a master's degree in 1993; and |
|---|
| 13 | 13 | | WHEREAS, In 1994, Mr. Powell embarked on his law enforcement |
|---|
| 14 | 14 | | career, achieving recognition as the valedictorian and |
|---|
| 15 | 15 | | distinguished recruit of his basic academy class with the |
|---|
| 16 | 16 | | Lewisville Police Department; rising to the rank of assistant |
|---|
| 17 | 17 | | police chief in 2014, he took on a broad range of duties and was |
|---|
| 18 | 18 | | charged with oversight of the Support Operations Bureau; moreover, |
|---|
| 19 | 19 | | he supervised officers in training, traffic, and criminal |
|---|
| 20 | 20 | | investigations, and he was also involved in departmental issues |
|---|
| 21 | 21 | | concerning personnel, budget, and community resources; and |
|---|
| 22 | 22 | | WHEREAS, During his nearly three-decade-long career with the |
|---|
| 23 | 23 | | Lewisville force, Assistant Chief Powell earned a reputation for |
|---|
| 24 | 24 | | his bravery and integrity and for his willingness to come to the aid |
|---|
| 25 | 25 | | of anyone in need; a graduate of the FBI National Academy, he was |
|---|
| 26 | 26 | | widely respected, and he was honored with multiple service awards |
|---|
| 27 | 27 | | over the course of his tenure; and |
|---|
| 28 | 28 | | WHEREAS, Mr. Powell and his wife, Rhonda, shared a rewarding |
|---|
| 29 | 29 | | marriage that spanned more than a quarter century; a lifelong |
|---|
| 30 | 30 | | resident of Denton, he entertained throngs of trick-or-treaters |
|---|
| 31 | 31 | | every year with his elaborate Halloween displays and costumes; and |
|---|
| 32 | 32 | | WHEREAS, A devoted public servant, Jay Powell made a |
|---|
| 33 | 33 | | meaningful difference in the lives of all those who had the |
|---|
| 34 | 34 | | privilege of knowing him, and he leaves behind a record of service |
|---|
| 35 | 35 | | that his loved ones can remember with pride; now, therefore, be it |
|---|
| 36 | 36 | | RESOLVED, That the House of Representatives of the 88th Texas |
|---|
| 37 | 37 | | Legislature hereby pay tribute to the life of Assistant Chief Jay |
|---|
| 38 | 38 | | Patrick Powell of the Lewisville Police Department and extend |
|---|
| 39 | 39 | | heartfelt sympathy to all who mourn his passing; and, be it further |
|---|
| 40 | 40 | | RESOLVED, That an official copy of this resolution be |

| 41 | 41 | | prepared for his family and that when the Texas House of |
|---|
| 42 | 42 | | Representatives adjourns this day, it do so in memory of Jay Powell. |
