| 5 | 5 | | WHEREAS, Rita "Kathy" Blair is concluding her term as |
|---|
| 6 | 6 | | president of the Texas State Association of Parliamentarians on |
|---|
| 7 | 7 | | April 30, 2023; and |
|---|
| 8 | 8 | | WHEREAS, Ms. Blair became involved in parliamentary work |
|---|
| 9 | 9 | | while serving the Texas Parent Teacher Association and later the |
|---|
| 10 | 10 | | International School in Switzerland; she joined the National |
|---|
| 11 | 11 | | Association of Parliamentarians and the Texas State Association of |
|---|
| 12 | 12 | | Parliamentarians in 2007, and the following year, she became a |
|---|
| 13 | 13 | | founding member of the Golden Triangle Parliamentarians, a unit of |
|---|
| 14 | 14 | | the state association; and |
|---|
| 15 | 15 | | WHEREAS, Over the course of her tenure with TSAP, Ms. Blair |
|---|
| 16 | 16 | | has held numerous leadership positions, including first and second |
|---|
| 17 | 17 | | vice president, recording secretary, convention co-chair, chair of |
|---|
| 18 | 18 | | the education committee, and trustee chair of the TSAP Education |
|---|
| 19 | 19 | | Endowment Fund; she has also served as a member of the nominating |
|---|
| 20 | 20 | | and bylaws committees as well as a state delegate at events for the |
|---|
| 21 | 21 | | national association; most recently, she has ably led the state |
|---|
| 22 | 22 | | association during her term as president from 2022 to 2023; and |
|---|
| 23 | 23 | | WHEREAS, Ms. Blair earned her credential as a registered |
|---|
| 24 | 24 | | parliamentarian in 2020, and she has shared her knowledge of |
|---|
| 25 | 25 | | parliamentary procedure with a number of civic and nonprofit |
|---|
| 26 | 26 | | organizations; in addition, she has served as a judge at student |
|---|
| 27 | 27 | | competitions for Family, Career, and Community Leaders of America; |
|---|
| 28 | 28 | | and |
|---|
| 29 | 29 | | WHEREAS, Born in Germany, Ms. Blair grew up in San Antonio, |
|---|
| 30 | 30 | | and she attended Louisiana State University Health School of |
|---|
| 31 | 31 | | Nursing in New Orleans before getting married and raising a family; |
|---|
| 32 | 32 | | in her leisure hours, she enjoys quilting, woodworking, traveling, |
|---|
| 33 | 33 | | and spending time with loved ones; and |
|---|
| 34 | 34 | | WHEREAS, Through her contributions as president of the Texas |
|---|
| 35 | 35 | | State Association of Parliamentarians, Kathy Blair has played a |
|---|
| 36 | 36 | | vital role in advancing the field of parliamentary services across |
|---|
| 37 | 37 | | the Lone Star State, and her achievements will continue to be |
|---|
| 38 | 38 | | appreciated for years to come; now, therefore, be it |
|---|
| 39 | 39 | | RESOLVED, That the House of Representatives of the 88th Texas |
|---|
| 40 | 40 | | Legislature hereby recognize Kathy Blair for her service as |
|---|
| 41 | 41 | | president of the Texas State Association of Parliamentarians and |
|---|
| 42 | 42 | | extend to her sincere best wishes for the future; and, be it further |

| 43 | 43 | | RESOLVED, That an official copy of this resolution be |
