5 | 5 | | WHEREAS, Corbett Howard retired from the City of Celina on |

6 | 6 | | June 15, 2022, drawing to a close more than two decades of exemplary |

7 | 7 | | service; and |
---|
8 | 8 | | WHEREAS, First elected to the city council in 1999, |
---|
9 | 9 | | Mr. Howard was elected mayor in 2002 and served three terms; he also |
---|
10 | 10 | | led the Celina Economic Development Corporation as its executive |
---|
11 | 11 | | director from 2008 to 2018, and he retired as the city's director of |
---|
12 | 12 | | business and government affairs; in addition to his public service, |
---|
13 | 13 | | he is a successful developer of commercial and residential |
---|
14 | 14 | | projects; and |
---|
15 | 15 | | WHEREAS, Born in Roswell, New Mexico, Corbett Howard earned |
---|
16 | 16 | | his bachelor's degree in history and political science from |
---|
17 | 17 | | Southern Nazarene University; a second lieutenant in the U.S. Army, |
---|
18 | 18 | | he graduated as an engineer from Officer Candidate School at Fort |
---|
19 | 19 | | Belvoir, Virginia, and served in Vietnam from 1969 to 1970; his |
---|
20 | 20 | | military decorations include the Bronze Star, the Air Medal, and |
---|
21 | 21 | | the Republic of Vietnam Gallantry Cross; and |
---|
22 | 22 | | WHEREAS, Mr. Howard has further contributed to his community |
---|
23 | 23 | | as a board member for the Upper Trinity Regional Water District, the |
---|
24 | 24 | | McKinney Urban Transit District, and the Military Warriors Support |
---|
25 | 25 | | Foundation, and he has been active with the Collin County Coalition |
---|
26 | 26 | | for Better Government, the Preston Trail Rotary Club, and the |
---|
27 | 27 | | Celina Chamber of Commerce; a longtime member of the Republican |
---|
28 | 28 | | Party, he has served as PAC chair of the Collin County Conservative |
---|
29 | 29 | | Republicans, attended nine state GOP conventions as a delegate, and |
---|
30 | 30 | | managed the campaign of a candidate for the U.S. Senate; he is also |
---|
31 | 31 | | a man of deep religious faith and a charter member of Stonebriar |
---|
32 | 32 | | Community Church; and |
---|
33 | 33 | | WHEREAS, Corbett Howard may reflect with pride on all that he |
---|
34 | 34 | | has accomplished in behalf of his community and take satisfaction |
---|
35 | 35 | | in knowing that his contributions will continue to benefit his |
---|
36 | 36 | | fellow citizens for years to come; now, therefore, be it |
---|
37 | 37 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
38 | 38 | | Legislature hereby commend Corbett Howard for his many years of |
---|
39 | 39 | | service to the City of Celina and extend to him sincere best wishes |
---|
40 | 40 | | for continued success and happiness; and, be it further |
