5	5	WHEREAS, In the early 1960s, leaders in the medical specialty
6	6	of anesthesiology recognized the existence of staffing shortages,
7	7	and to meet growing demands and accommodate the increasing
8	8	complexity of anesthesia and surgery, a group of anesthesiologists
9	9	proposed the precursor to what is now the health care occupation of
10	10	certified anesthesiologist assistant; and
11	11	WHEREAS, Certified anesthesiologist assistants are highly
12	12	skilled health professionals who work under the direction of
13	13	licensed physician anesthesiologists to implement anesthesia care
14	14	plans and work exclusively within the Anesthesia Care Team model,
15	15	as described by the American Society of Anesthesiologists; and
16	16	WHEREAS, All CAA students must have earned a baccalaureate
17	17	degree with premedical coursework to be admitted into a CAA
18	18	training program and must complete a comprehensive didactic and
19	19	clinical program at the graduate level; and
20	20	WHEREAS, CAA training programs must also include a minimum of
21	21	24 months in a master's level program accredited by the Commission
22	22	on Accreditation of Allied Health Education Programs and must be
23	23	based at, or work in collaboration with, a university that has a
24	24	medical school and academic anesthesiologist physician faculty; as
25	25	part of their CAA training, students are typically required to
26	26	successfully complete an average of 600 hours of classroom and
27	27	laboratory education and 2,600 hours of clinical anesthesia
28	28	education; they are also required to administer a total of more than
29	29	600 anesthetics and to gain experience in all types of surgery; and
30	30	WHEREAS, Certified anesthesiologist assistants are trained
31	31	extensively in the delivery and maintenance of quality anesthesia
32	32	care as well as advanced patient monitoring techniques; they
33	33	perform tasks such as administering drugs, obtaining vascular
34	34	access, applying and interpreting monitors, establishing and
35	35	maintaining patient airways, and assisting with preoperative
36	36	assessment; and
37	37	WHEREAS, In 2010, Dr. Carin Hagberg, in her role as the chief
38	38	of anesthesiology for The University of Texas Health Science Center
39	39	at Houston, developed a partnership with Case Western Reserve
40	40	University to start a CAA program in Houston; it received initial
41	41	accreditation in 2010 from the Commission on Accreditation of
42	42	Allied Health Education Programs and the Accreditation Review
43	43	Committee for the Anesthesiologist Assistant; that same year, 16
44	44	graduate students were enrolled in the program, and they completed
45	45	their studies in 2012; and
46	46	WHEREAS, In 2019, under the guidance of program director
47	47	Kenneth Maloney, CAA, the Case Western Reserve University
48	48	Anesthesiologist Assistant Program expanded to provide clinical
49	49	rotations in Central Texas at Baylor Scott and White Health in North
50	50	Austin; and
51	51	WHEREAS, Certified anesthesiologist assistants currently
52	52	provide anesthesia within an anesthesia care team at many major
53	53	hospitals in Texas, including the Heart Hospital of Austin, Baylor
54	54	Scott and White Health, Children's Medical Center Dallas, Methodist
55	55	Hospital, Memorial Hermann Orthopedic and Spine Hospital, Memorial
56	56	Hermann Southwest, Memorial Hermann The Woodlands, Memorial
57	57	Hermann Sugar Land, St. David's Hospital System in Austin, and
58	58	Texas Heart Institute at Baylor St. Luke's Medical Center; and
59	59	WHEREAS, Certified anesthesiologist assistants practice in
60	60	19 states, the District of Columbia, and the U.S. Territory of Guam;
61	61	they also practice within the Medicare system and provide
62	62	anesthesia services for a multitude of medical procedures every
63	63	year in the United States; they have practiced in Texas since 1997,
64	64	when Dr. John Zerwas of Greater Houston Anesthesiology brought them
65	65	into the practice to address the shortage in anesthesia providers;
66	66	and
67	67	WHEREAS, The Texas Academy of Anesthesiologist Assistants is
68	68	dedicated to the ethical advancement of the CAA profession and to
69	69	creating a better future through innovation, cutting-edge
70	70	medicine, advocacy, and education; the academy is ably led by
71	71	president Tasha Krueger, CAA, Tim Goodridge, CAA, and secretary
72	72	Thao Nguyen, CAA, as well as board members Frank Trzaska, CAA, Jana
73	73	McAllister, CAA, and Paul McHorse, CAA; and
74	74	WHEREAS, Certified anesthesiologist assistants have
75	75	dedicated their careers to serving the citizens of Texas, and they
76	76	are indeed deserving of special commendation; now, therefore, be it
77	77	RESOLVED, That the House of Representatives of the 88th Texas
78	78	Legislature hereby recognize the week of February 20 through
79	79	February 24, 2023, as Certified Anesthesiologist Assistant Week in
80	80	Texas and encourage residents of the Lone Star State to pay tribute
81	81	to these invaluable professionals.
