44 R E S O L U T I O N
55 WHEREAS, In the early 1960s, leaders in the medical specialty
66 of anesthesiology recognized the existence of staffing shortages,
77 and to meet growing demands and accommodate the increasing
88 complexity of anesthesia and surgery, a group of anesthesiologists
99 proposed the precursor to what is now the health care occupation of
1010 certified anesthesiologist assistant; and
1111 WHEREAS, Certified anesthesiologist assistants are highly
1212 skilled health professionals who work under the direction of
1313 licensed physician anesthesiologists to implement anesthesia care
1414 plans and work exclusively within the Anesthesia Care Team model,
1515 as described by the American Society of Anesthesiologists; and
1616 WHEREAS, All CAA students must have earned a baccalaureate
1717 degree with premedical coursework to be admitted into a CAA
1818 training program and must complete a comprehensive didactic and
1919 clinical program at the graduate level; and
2020 WHEREAS, CAA training programs must also include a minimum of
2121 24 months in a master's level program accredited by the Commission
2222 on Accreditation of Allied Health Education Programs and must be
2323 based at, or work in collaboration with, a university that has a
2424 medical school and academic anesthesiologist physician faculty; as
2525 part of their CAA training, students are typically required to
2626 successfully complete an average of 600 hours of classroom and
2727 laboratory education and 2,600 hours of clinical anesthesia
2828 education; they are also required to administer a total of more than
2929 600 anesthetics and to gain experience in all types of surgery; and
3030 WHEREAS, Certified anesthesiologist assistants are trained
3131 extensively in the delivery and maintenance of quality anesthesia
3232 care as well as advanced patient monitoring techniques; they
3333 perform tasks such as administering drugs, obtaining vascular
3434 access, applying and interpreting monitors, establishing and
3535 maintaining patient airways, and assisting with preoperative
3636 assessment; and
3737 WHEREAS, In 2010, Dr. Carin Hagberg, in her role as the chief
3838 of anesthesiology for The University of Texas Health Science Center
3939 at Houston, developed a partnership with Case Western Reserve
4040 University to start a CAA program in Houston; it received initial
4141 accreditation in 2010 from the Commission on Accreditation of
4242 Allied Health Education Programs and the Accreditation Review
4343 Committee for the Anesthesiologist Assistant; that same year, 16
4444 graduate students were enrolled in the program, and they completed
4545 their studies in 2012; and
4646 WHEREAS, In 2019, under the guidance of program director
4747 Kenneth Maloney, CAA, the Case Western Reserve University
4848 Anesthesiologist Assistant Program expanded to provide clinical
4949 rotations in Central Texas at Baylor Scott and White Health in North
5050 Austin; and
5151 WHEREAS, Certified anesthesiologist assistants currently
5252 provide anesthesia within an anesthesia care team at many major
5353 hospitals in Texas, including the Heart Hospital of Austin, Baylor
5454 Scott and White Health, Children's Medical Center Dallas, Methodist
5555 Hospital, Memorial Hermann Orthopedic and Spine Hospital, Memorial
5656 Hermann Southwest, Memorial Hermann The Woodlands, Memorial
5757 Hermann Sugar Land, St. David's Hospital System in Austin, and
5858 Texas Heart Institute at Baylor St. Luke's Medical Center; and
5959 WHEREAS, Certified anesthesiologist assistants practice in
6060 19 states, the District of Columbia, and the U.S. Territory of Guam;
6161 they also practice within the Medicare system and provide
6262 anesthesia services for a multitude of medical procedures every
6363 year in the United States; they have practiced in Texas since 1997,
6464 when Dr. John Zerwas of Greater Houston Anesthesiology brought them
6565 into the practice to address the shortage in anesthesia providers;
6666 and
6767 WHEREAS, The Texas Academy of Anesthesiologist Assistants is
6868 dedicated to the ethical advancement of the CAA profession and to
6969 creating a better future through innovation, cutting-edge
7070 medicine, advocacy, and education; the academy is ably led by
7171 president Tasha Krueger, CAA, Tim Goodridge, CAA, and secretary
7272 Thao Nguyen, CAA, as well as board members Frank Trzaska, CAA, Jana
7373 McAllister, CAA, and Paul McHorse, CAA; and
7474 WHEREAS, Certified anesthesiologist assistants have
7575 dedicated their careers to serving the citizens of Texas, and they
7676 are indeed deserving of special commendation; now, therefore, be it
7777 RESOLVED, That the House of Representatives of the 88th Texas
7878 Legislature hereby recognize the week of February 20 through
7979 February 24, 2023, as Certified Anesthesiologist Assistant Week in
8080 Texas and encourage residents of the Lone Star State to pay tribute
8181 to these invaluable professionals.
