8 | 8 | | WHEREAS, Excelencia in Education was founded in 2004 by |

9 | 9 | | Sarita Brown, a senior Fellow at the Pew Hispanic Center, and |
---|
10 | 10 | | Deborah Santiago, vice president of data and policy analysis for |
---|
11 | 11 | | the Los Angeles County Alliance for Student Achievement; focusing |
---|
12 | 12 | | on data, the nonprofit organization has conducted research and |
---|
13 | 13 | | sparked change with a series of important publications, beginning |
---|
14 | 14 | | with the groundbreaking Latino Student Success at Hispanic-Serving |
---|
15 | 15 | | Institutions: Findings from a Demonstration Project, released in |
---|
16 | 16 | | connection with The University of Texas at El Paso; its report How |
---|
17 | 17 | | Latino Students Pay for College: Patterns of Financial Aid in |
---|
18 | 18 | | 2003-04 garnered national coverage by news outlets from NPR and the |
---|
19 | 19 | | Washington Post to the Chronicle of Higher Education; and |
---|
20 | 20 | | WHEREAS, With Ms. Santiago's 2009 report, Emerging |
---|
21 | 21 | | Hispanic-Serving Institutions (HSIs), Excelencia popularized a |
---|
22 | 22 | | phrase now firmly incorporated in the higher education lexicon; the |
---|
23 | 23 | | organization created a key national resource, the "Growing What |
---|
24 | 24 | | Works" database, and over the years, it has amplified its |
---|
25 | 25 | | accomplishments by building a large network of results-oriented |
---|
26 | 26 | | educators and policymakers; Excelencia was tapped to serve as an |
---|
27 | 27 | | intermediary organization for Lumina Foundation Latino Student |
---|
28 | 28 | | Success, a four-year, $12 million investment in 13 communities to |
---|
29 | 29 | | increase the percentage of Latino students graduating from colleges |
---|
30 | 30 | | and universities; in 2019, it established new standards by |
---|
31 | 31 | | announcing the first nine institutions to be certified with its |
---|
32 | 32 | | Seal of Excelencia, acknowledging their success in intentionally |
---|
33 | 33 | | serving Latino students while serving all; and |
---|
34 | 34 | | WHEREAS, Since its founding, Excelencia in Education has |
---|
35 | 35 | | empowered countless Latino students to build an even brighter |
---|
36 | 36 | | future for themselves and their communities, and the organization |
---|
37 | 37 | | is indeed deserving of commendation for its myriad contributions; |
---|
38 | 38 | | now, therefore, be it |

39 | 39 | | RESOLVED, That the House of Representatives of the 88th Texas |

40 | 40 | | Legislature hereby recognize Excelencia in Education for its |

41 | 41 | | exemplary record of service and extend to all those associated with |

42 | 42 | | the organization sincere best wishes for continued success with |
---|
43 | 43 | | their important work; and, be it further |
