| 5 | 5 | | WHEREAS, Dr. Katharine Heffner completed the Texas |

| 6 | 6 | | Anesthesiology Policy Research Rotation Program during the 88th |

| 7 | 7 | | Texas Legislature; and |
|---|
| 8 | 8 | | WHEREAS, Launched by the Texas Society of Anesthesiologists |
|---|
| 9 | 9 | | in 2023, the program offers two resident physicians each |
|---|
| 10 | 10 | | legislative session the opportunity to experience policymaking at |
|---|
| 11 | 11 | | the Capitol and learn about the political factors that impact the |
|---|
| 12 | 12 | | practice of anesthesiology; the initiative is accredited by the |
|---|
| 13 | 13 | | American Board of Anesthesiology; and |
|---|
| 14 | 14 | | WHEREAS, Katharine Heffner has participated in policy |
|---|
| 15 | 15 | | meetings, developed policy materials, and testified in and attended |
|---|
| 16 | 16 | | committee hearings; in addition, she has provided updates on policy |
|---|
| 17 | 17 | | developments affecting the practice of anesthesiology to members of |
|---|
| 18 | 18 | | the TSA; and |
|---|
| 19 | 19 | | WHEREAS, Raised in Evanston, Wyoming, Dr. Heffner received |
|---|
| 20 | 20 | | her bachelor's degree in neurobiology and a McCombs School of |
|---|
| 21 | 21 | | Business certificate in business foundation from The University of |
|---|
| 22 | 22 | | Texas at Austin and went on to earn her medical degree from the |
|---|
| 23 | 23 | | Texas A&M University School of Medicine; she has completed |
|---|
| 24 | 24 | | rotations at Memorial Hermann Hospital and Lyndon B. Johnson |
|---|
| 25 | 25 | | Hospital, and she holds certification in basic focus assessed |
|---|
| 26 | 26 | | transthoracic echocardiography and advanced cardiac life support; |
|---|
| 27 | 27 | | currently, she is an anesthesiology resident at The University of |
|---|
| 28 | 28 | | Texas Health Science Center at Houston, and she is scheduled to |
|---|
| 29 | 29 | | finish this assignment in June 2023; and |
|---|
| 30 | 30 | | WHEREAS, Katharine Heffner has gained valuable insight into |
|---|
| 31 | 31 | | the legislative environment and the policymaking process, and the |
|---|
| 32 | 32 | | Texas Society of Anesthesiologists is sure to benefit from her |
|---|
| 33 | 33 | | knowledgeable perspective as her career progresses; now, |
|---|
| 34 | 34 | | therefore, be it |

| 35 | 35 | | RESOLVED, That the House of Representatives of the 88th Texas |

| 36 | 36 | | Legislature hereby congratulate Dr. Katharine Heffner on |
