| 7 | 7 | | WHEREAS, A fifth-generation rancher, Mr. Locke is the |

| 8 | 8 | | president of J. D. Hudgins, Inc. and a partner and manager of the |

| 9 | 9 | | Locke Division of J. D. Hudgins Ranch, a family-run operation in |
|---|
| 10 | 10 | | Hungerford that specializes in American Registered Brahman cattle |
|---|
| 11 | 11 | | and has been breeding beef-type Brahmans since 1908; the ranch has |
|---|
| 12 | 12 | | been annually recognized as one of the 10 largest purebred |
|---|
| 13 | 13 | | producers in the United States by the National Cattlemen's Beef |

| 14 | 14 | | Association; it runs up to 1,850 head of cattle at any given time |

| 15 | 15 | | and sells live breeding animals both domestically and |

| 17 | 17 | | WHEREAS, Mr. Locke is chair of the Texas Animal Health |
