44 R E S O L U T I O N
55 WHEREAS, Section 5(b), Article III, Texas Constitution
66 states:
77 "(b) When convened in regular Session, the first thirty days
88 thereof shall be devoted to the introduction of bills and
99 resolutions, acting upon emergency appropriations, passing upon
1010 the confirmation of the recess appointees of the Governor and such
1111 emergency matters as may be submitted by the Governor in special
1212 messages to the Legislature. During the succeeding thirty days of
1313 the regular session of the Legislature the various committees of
1414 each House shall hold hearings to consider all bills and
1515 resolutions and other matters then pending; and such emergency
1616 matters as may be submitted by the Governor. During the remainder of
1717 the session the Legislature shall act upon such bills and
1818 resolutions as may be then pending and upon such emergency matters
1919 as may be submitted by the Governor in special messages to the
2020 Legislature."; and
2121 WHEREAS, Section 5(c), Article III, Texas Constitution
2222 expressly permits the House of Representatives to otherwise
2323 determine its order of business by an affirmative vote of
2424 four-fifths of its membership; now, therefore, be it
2525 RESOLVED by the House of Representatives of the 88th Texas
2626 Legislature, by an affirmative vote of four-fifths of its
2727 membership, that the order of its business for the regular session
2828 is hereby determined to be otherwise than set forth in Section 5,
2929 Article III, Texas Constitution, and declared to be specifically as
3030 set forth in the temporary and permanent rules of the House of
3131 Representatives of the 88th Legislature.
