44 R E S O L U T I O N
55 WHEREAS, The Reverend Anthony C. Celino has been appointed by
66 Pope Francis as auxiliary bishop of the Diocese of El Paso, which
77 serves more than 720,000 Catholics in West Texas; and
88 WHEREAS, Born in the Philippines, Tony Celino attended Mary
99 Help of Christians High School Seminary in Binmaley and Mary Help of
1010 Christians College Seminary in Dagupan City; he immigrated to the
1111 United States in 1993 and earned a bachelor's degree in sacred
1212 theology and a master's degree in divinity from the University of
1313 St. Mary of the Lake in Illinois; he later received a licentiate in
1414 canon law from The Catholic University of America in Washington,
1515 D.C.; and
1616 WHEREAS, Ordained on June 9, 1997, Bishop Celino was assigned
1717 as parochial vicar at St. Patrick Cathedral in El Paso; he
1818 subsequently served in roles at various parishes in El Paso,
1919 including as pastor of Santa Lucia Parish and temporary
2020 administrator of St. Stephen Deacon and Martyr Parish; he assumed
2121 his most recent position as pastor of St. Raphael Parish in 2017;
2222 and
2323 WHEREAS, Bishop Celino has also served as a judicial vicar
2424 for the diocesan tribunal and as vicar general, chancellor,
2525 diocesan administrator, and moderator of the curia; in addition, he
2626 has been a member of the boards of Diocesan Migrant and Refugee
2727 Services, Tepeyac Institute, and the Catholic Foundation for the
2828 Diocese of El Paso; and
2929 WHEREAS, Only the third Filipino in the United States to be
3030 elevated to bishop, Bishop Celino has served the border community
3131 in El Paso for the past 25 years, and his dedication to the Catholic
3232 Church and to the people of West Texas will serve him well in the
3333 years ahead; now, therefore, be it
3434 RESOLVED, That the House of Representatives of the 88th Texas
3535 Legislature hereby congratulate Anthony C. Celino on his
3636 appointment as auxiliary bishop of the Diocese of El Paso and extend
3737 to him sincere best wishes for continued success with his important
3838 work; and, be it further
3939 RESOLVED, That an official copy of this resolution be
4040 prepared for Bishop Celino as an expression of high regard by the
4141 Texas House of Representatives.
