| 5 | 5 | | WHEREAS, The Reverend Anthony C. Celino has been appointed by |

| 6 | 6 | | Pope Francis as auxiliary bishop of the Diocese of El Paso, which |
|---|
| 7 | 7 | | serves more than 720,000 Catholics in West Texas; and |
|---|
| 8 | 8 | | WHEREAS, Born in the Philippines, Tony Celino attended Mary |
|---|
| 9 | 9 | | Help of Christians High School Seminary in Binmaley and Mary Help of |
|---|
| 10 | 10 | | Christians College Seminary in Dagupan City; he immigrated to the |
|---|
| 11 | 11 | | United States in 1993 and earned a bachelor's degree in sacred |
|---|
| 12 | 12 | | theology and a master's degree in divinity from the University of |
|---|
| 13 | 13 | | St. Mary of the Lake in Illinois; he later received a licentiate in |
|---|
| 14 | 14 | | canon law from The Catholic University of America in Washington, |
|---|
| 15 | 15 | | D.C.; and |
|---|
| 16 | 16 | | WHEREAS, Ordained on June 9, 1997, Bishop Celino was assigned |
|---|
| 17 | 17 | | as parochial vicar at St. Patrick Cathedral in El Paso; he |
|---|
| 18 | 18 | | subsequently served in roles at various parishes in El Paso, |
|---|
| 19 | 19 | | including as pastor of Santa Lucia Parish and temporary |
|---|
| 20 | 20 | | administrator of St. Stephen Deacon and Martyr Parish; he assumed |
|---|
| 21 | 21 | | his most recent position as pastor of St. Raphael Parish in 2017; |

| 22 | 22 | | and |
|---|
| 23 | 23 | | WHEREAS, Bishop Celino has also served as a judicial vicar |
|---|
| 24 | 24 | | for the diocesan tribunal and as vicar general, chancellor, |
|---|
| 25 | 25 | | diocesan administrator, and moderator of the curia; in addition, he |
|---|
| 26 | 26 | | has been a member of the boards of Diocesan Migrant and Refugee |
|---|
| 27 | 27 | | Services, Tepeyac Institute, and the Catholic Foundation for the |
|---|
| 28 | 28 | | Diocese of El Paso; and |
|---|
| 29 | 29 | | WHEREAS, Only the third Filipino in the United States to be |
|---|
| 30 | 30 | | elevated to bishop, Bishop Celino has served the border community |
|---|
| 31 | 31 | | in El Paso for the past 25 years, and his dedication to the Catholic |
|---|
| 32 | 32 | | Church and to the people of West Texas will serve him well in the |

| 33 | 33 | | years ahead; now, therefore, be it |

| 34 | 34 | | RESOLVED, That the House of Representatives of the 88th Texas |

| 35 | 35 | | Legislature hereby congratulate Anthony C. Celino on his |

| 36 | 36 | | appointment as auxiliary bishop of the Diocese of El Paso and extend |

| 37 | 37 | | to him sincere best wishes for continued success with his important |
