| 5 | 5 | | WHEREAS, César Sevilla Jr., a third-year student at The |

| 6 | 6 | | University of Texas Rio Grande Valley School of Medicine, has been |

| 7 | 7 | | named the recipient of the 2023 U.S. Public Health Service |
|---|
| 8 | 8 | | Excellence in Public Health Award; and |
|---|
| 9 | 9 | | WHEREAS, This prestigious honor is awarded to visionary |
|---|
| 10 | 10 | | medical students who are advancing initiatives to improve public |
|---|
| 11 | 11 | | health and address public health issues in their communities; UTRGV |
|---|
| 12 | 12 | | nominated Mr. Sevilla for the accolade based on his extensive |
|---|
| 13 | 13 | | efforts to meet the goals of the Healthy People 2030 initiative |
|---|
| 14 | 14 | | established by the U.S. Public Health Service; and |
|---|
| 15 | 15 | | WHEREAS, Mr. Sevilla brings a unique perspective to the |
|---|
| 16 | 16 | | practice of medicine, having worked as a personal trainer for more |
|---|
| 17 | 17 | | than a decade before applying to medical school; motivated by his |
|---|
| 18 | 18 | | desire to help integrate physical fitness into the world of |
|---|
| 19 | 19 | | academic medicine, he has hosted a number of events at local schools |
|---|
| 20 | 20 | | to promote health, nutrition, and fitness education, and he is also |
|---|
| 21 | 21 | | involved with UTRGV's efforts to introduce health education at the |
|---|
| 22 | 22 | | grassroots level through the school's Area Health Education |
|---|
| 23 | 23 | | Centers, as well as local clinics and community partners; and |
|---|
| 24 | 24 | | WHEREAS, In addition to these endeavors, Mr. Sevilla has |
|---|
| 25 | 25 | | worked with Ronald McDonald Houses, the American Diabetes |
|---|
| 26 | 26 | | Association, the American Heart Association, the American Cancer |
|---|
| 27 | 27 | | Society, and clinics and hospitals, and he shares his knowledge of |
|---|
| 28 | 28 | | exercise routines that can be done without special equipment, |
|---|
| 29 | 29 | | making them more available to those that may not have access to |
|---|
| 30 | 30 | | fitness gyms; he is also the founder and chair of the Orthopaedic |
|---|
| 31 | 31 | | Surgery Interest Group, which provides information, networking |
|---|
| 32 | 32 | | opportunities, and workshops for students who are interested in |
|---|
| 33 | 33 | | pursuing a career in orthopaedic surgery; and |
|---|
| 34 | 34 | | WHEREAS, César Sevilla Jr. has distinguished himself as an |
|---|
| 35 | 35 | | ambitious and accomplished student leader and a role model to his |
|---|
| 36 | 36 | | peers at UTRGV, and his efforts have placed him at the threshold of |
|---|
| 37 | 37 | | a promising career in his field of study; now, therefore, be it |
|---|
| 38 | 38 | | RESOLVED, That the House of Representatives of the 88th Texas |

| 39 | 39 | | Legislature hereby congratulate César Sevilla Jr. on his receipt of |
