5 | 5 | | WHEREAS, Admiral David C. Tyson Jr. of Richardson has greatly |

6 | 6 | | benefited his fellow citizens through his exceptional record of |

7 | 7 | | civic engagement; and |
---|
8 | 8 | | WHEREAS, Commissioned as an admiral in the Texas Navy by |
---|
9 | 9 | | Governor Rick Perry in recognition of his community service, David |
---|
10 | 10 | | Tyson currently works to improve the lives of his fellow citizens as |
---|
11 | 11 | | a member of the House District 102 Steering Committee; he has been a |
---|
12 | 12 | | tireless champion of education equity, and his successful voting |
---|
13 | 13 | | rights lawsuit against the Richardson Independent School District |
---|
14 | 14 | | led to the end of its at-large election process, which blocked |
---|
15 | 15 | | minority candidates from winning trustee elections and |
---|
16 | 16 | | concentrated power in wealthy areas of the city; the district |
---|
17 | 17 | | settled in 2019, and following the advent of a system with five |
---|
18 | 18 | | single member districts and two at-large trustees, the composition |
---|
19 | 19 | | of the school board became more representative of the district's |
---|
20 | 20 | | majority-minority population; and |
---|
21 | 21 | | WHEREAS, Admiral Tyson was the first person of color elected |
---|
22 | 22 | | to the RISD school board; serving from 2004 to 2010, he was the |
---|
23 | 23 | | board's delegate to the Texas Association of School Boards and |
---|
24 | 24 | | liaison to the RISD Bi-Racial Committee; he further served as |
---|
25 | 25 | | treasurer and as a member of the RISD Technology and District |
---|
26 | 26 | | Planning Committees; during his tenure, he was a strong voice for |
---|
27 | 27 | | minority views in the community and advocated powerfully for |
---|
28 | 28 | | resources to enhance student achievement in schools in less |
---|
29 | 29 | | affluent neighborhoods; his bold vision and effective advocacy led |
---|
30 | 30 | | to a number of key initiatives; and |
---|
31 | 31 | | WHEREAS, Over the years, Admiral Tyson has given generously |
---|
32 | 32 | | of his time and talents to numerous worthy organizations; he has |
---|
33 | 33 | | been a scoutmaster and unit commissioner for the Boy Scouts of |
---|
34 | 34 | | America, as well as a member of the Circle Ten Council, BSA, and the |
---|
35 | 35 | | National Eagle Scout Association; moreover, he chaired the RISD |
---|
36 | 36 | | School Night for Scouting; he is a founder of the Sankofa Foundation |
---|
37 | 37 | | and has been a valued member of Hamilton Park United Methodist |
---|
38 | 38 | | Church, the Exchange Club of Lake Highlands, and Alpha Phi Alpha |
---|
39 | 39 | | fraternity; and |
---|
40 | 40 | | WHEREAS, A Louisiana native, Admiral Tyson graduated from |
---|
41 | 41 | | Southern University and pursued a dynamic career as a sales and |
---|
42 | 42 | | marketing executive; and |
---|
43 | 43 | | WHEREAS, David Tyson has made a lasting, positive difference |
---|
44 | 44 | | in Richardson, and his outstanding accomplishments have earned him |
---|
45 | 45 | | the admiration and appreciation of area residents; now, therefore, |
---|
46 | 46 | | be it |

47 | 47 | | RESOLVED, That the House of Representatives of the 88th Texas |

48 | 48 | | Legislature hereby honor Admiral David C. Tyson Jr. for his |
---|
49 | 49 | | contributions to the Richardson community and extend to him sincere |

50 | 50 | | best wishes for the future; and, be it further |
