44 R E S O L U T I O N
55 WHEREAS, Admiral David C. Tyson Jr. of Richardson has greatly
66 benefited his fellow citizens through his exceptional record of
77 civic engagement; and
88 WHEREAS, Commissioned as an admiral in the Texas Navy by
99 Governor Rick Perry in recognition of his community service, David
1010 Tyson currently works to improve the lives of his fellow citizens as
1111 a member of the House District 102 Steering Committee; he has been a
1212 tireless champion of education equity, and his successful voting
1313 rights lawsuit against the Richardson Independent School District
1414 led to the end of its at-large election process, which blocked
1515 minority candidates from winning trustee elections and
1616 concentrated power in wealthy areas of the city; the district
1717 settled in 2019, and following the advent of a system with five
1818 single member districts and two at-large trustees, the composition
1919 of the school board became more representative of the district's
2020 majority-minority population; and
2121 WHEREAS, Admiral Tyson was the first person of color elected
2222 to the RISD school board; serving from 2004 to 2010, he was the
2323 board's delegate to the Texas Association of School Boards and
2424 liaison to the RISD Bi-Racial Committee; he further served as
2525 treasurer and as a member of the RISD Technology and District
2626 Planning Committees; during his tenure, he was a strong voice for
2727 minority views in the community and advocated powerfully for
2828 resources to enhance student achievement in schools in less
2929 affluent neighborhoods; his bold vision and effective advocacy led
3030 to a number of key initiatives; and
3131 WHEREAS, Over the years, Admiral Tyson has given generously
3232 of his time and talents to numerous worthy organizations; he has
3333 been a scoutmaster and unit commissioner for the Boy Scouts of
3434 America, as well as a member of the Circle Ten Council, BSA, and the
3535 National Eagle Scout Association; moreover, he chaired the RISD
3636 School Night for Scouting; he is a founder of the Sankofa Foundation
3737 and has been a valued member of Hamilton Park United Methodist
3838 Church, the Exchange Club of Lake Highlands, and Alpha Phi Alpha
3939 fraternity; and
4040 WHEREAS, A Louisiana native, Admiral Tyson graduated from
4141 Southern University and pursued a dynamic career as a sales and
4242 marketing executive; and
4343 WHEREAS, David Tyson has made a lasting, positive difference
4444 in Richardson, and his outstanding accomplishments have earned him
4545 the admiration and appreciation of area residents; now, therefore,
4646 be it
4747 RESOLVED, That the House of Representatives of the 88th Texas
4848 Legislature hereby honor Admiral David C. Tyson Jr. for his
4949 contributions to the Richardson community and extend to him sincere
5050 best wishes for the future; and, be it further
5151 RESOLVED, That an official copy of this resolution be
5252 prepared for Admiral Tyson as an expression of high regard by the
5353 Texas House of Representatives.
