| 5 | 5 | | WHEREAS, Dr. Cesar Maldonado has made significant |

|---|
| 8 | 8 | | WHEREAS, Named chancellor of the six-college system in 2014, |
|---|
| 9 | 9 | | Dr. Maldonado has fostered an inclusive, supportive culture for |

| 10 | 10 | | students and staff while boosting academic achievement through |
|---|
| 11 | 11 | | innovative programs; his restructuring of HCC has increased the |
|---|
| 12 | 12 | | number of graduates by over 12 percent per year, and the scholastic |
|---|
| 13 | 13 | | performance of first-year students has improved markedly; and |
|---|
| 14 | 14 | | WHEREAS, Dr. Maldonado has established academic partnerships |
|---|
| 15 | 15 | | that allow students to transition seamlessly to specified four-year |
|---|
| 16 | 16 | | programs at such institutions as Texas A&M University, The |
|---|
| 17 | 17 | | University of Texas at Tyler, and Stephen F. Austin State |

|---|
| 20 | 20 | | workforce after obtaining an associate's degree or certificate; and |

|---|
| 22 | 22 | | challenges as Hurricane Harvey and the COVID-19 pandemic, |

| 23 | 23 | | Dr. Maldonado has focused on fiscal stability, including debt |

| 24 | 24 | | reduction and strengthening of reserves, as a key element of |

| 25 | 25 | | strategic planning; at the same time, he has overseen the expansion |

| 26 | 26 | | of HCC to 19 campuses and facilities; among HCC's 14 new Centers of |

| 27 | 27 | | Excellence are the Challenger Learning Center for Space Science and |

| 28 | 28 | | the Resiliency Operations Center; moreover, HCC has been reaffirmed |

| 31 | 31 | | WHEREAS, The recipient of numerous honors, Dr. Maldonado was |

| 43 | 43 | | chemical engineering from Texas A&M University and a doctorate in |

| 44 | 44 | | systems and engineering management from Texas Tech University; and |

| 45 | 45 | | WHEREAS, Through his adept leadership and commitment to |

| 46 | 46 | | excellence, Cesar Maldonado has greatly advanced the important |
