5 | 5 | | WHEREAS, Former Harris County Sheriff and Precinct 4 |

6 | 6 | | Constable Ron Hickman is being presented with the inaugural Living |

7 | 7 | | Legend Award from the Justices of the Peace and Constables |
---|
8 | 8 | | Association of Texas on June 15, 2023, in Cypress; and |
---|
9 | 9 | | WHEREAS, Ron Hickman embarked on his career in law |
---|
10 | 10 | | enforcement with the Houston Police Department in 1971, and he |
---|
11 | 11 | | served as an accident investigator, patrol officer, underwater |
---|
12 | 12 | | search and recovery officer, and bomb squad technician; he |
---|
13 | 13 | | eventually joined the planning and research division, where he |
---|
14 | 14 | | helped build computer systems to aid law enforcement operations; |
---|
15 | 15 | | and |
---|
16 | 16 | | WHEREAS, In 1983, Mr. Hickman became a member of the Harris |
---|
17 | 17 | | County Precinct 4 Constable's Office, quickly rising to the rank of |
---|
18 | 18 | | sergeant; in 2000, he was elected as the Precinct 4 constable, and |
---|
19 | 19 | | he was reelected four times, holding that title until 2015; he |
---|
20 | 20 | | worked with constables across the state to enhance qualifications |
---|
21 | 21 | | and standards for the job, and he served on the Constable's |
---|
22 | 22 | | Legislative Committee; and |
---|
23 | 23 | | WHEREAS, In May 2015, Mr. Hickman was appointed sheriff of |
---|
24 | 24 | | Harris County; during his 18-month tenure, he launched a program to |
---|
25 | 25 | | train officers in de-escalation techniques, created a citizen |
---|
26 | 26 | | review board, and helped develop protocols for identifying and |
---|
27 | 27 | | treating mental illness within the Harris County Jail inmate |
---|
28 | 28 | | population; and |
---|
29 | 29 | | WHEREAS, Mr. Hickman has been honored as the Texas Constable |
---|
30 | 30 | | of the Year by the Justices of the Peace and Constables Association |
---|
31 | 31 | | of Texas and has twice been recognized as Constable of the Year by |
---|
32 | 32 | | the National Constables and Marshals Association; he also received |
---|
33 | 33 | | the John Pickelman Leadership North Houston Fellow Award; |
---|
34 | 34 | | throughout his career, he tirelessly worked to improve law |
---|
35 | 35 | | enforcement standards through technology computerization, |
---|
36 | 36 | | communication, and automation; he is a graduate of the University |
---|
37 | 37 | | of Alabama, the Bill Blackwood Law Enforcement Management Institute |
---|
38 | 38 | | of Texas, and the FBI National Academy; in all his endeavors, |
---|
39 | 39 | | Mr. Hickman enjoys the love and support of his wife, Connie; and |
---|
40 | 40 | | WHEREAS, Over the course of his distinguished 45-year career |
---|
41 | 41 | | in law enforcement, Ron Hickman demonstrated outstanding |
---|
42 | 42 | | leadership and an exceptional commitment to upholding the highest |
---|
43 | 43 | | standards of his profession, and he may indeed take pride in his |
---|
44 | 44 | | receipt of this prestigious accolade; now, therefore, be it |
---|
45 | 45 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
46 | 46 | | Legislature hereby congratulate Ron Hickman on receiving the 2023 |
---|
47 | 47 | | Living Legend Award from the Justices of the Peace and Constables |

48 | 48 | | Association of Texas and extend to him sincere appreciation for his |

49 | 49 | | many years of service to his fellow Texans; and, be it further |
