55 WHEREAS, Former Harris County Sheriff and Precinct 4
66 Constable Ron Hickman is being presented with the inaugural Living
77 Legend Award from the Justices of the Peace and Constables
88 Association of Texas on June 15, 2023, in Cypress; and
99 WHEREAS, Ron Hickman embarked on his career in law
1010 enforcement with the Houston Police Department in 1971, and he
1111 served as an accident investigator, patrol officer, underwater
1212 search and recovery officer, and bomb squad technician; he
1313 eventually joined the planning and research division, where he
1414 helped build computer systems to aid law enforcement operations;
1515 and
1616 WHEREAS, In 1983, Mr. Hickman became a member of the Harris
1717 County Precinct 4 Constable's Office, quickly rising to the rank of
1818 sergeant; in 2000, he was elected as the Precinct 4 constable, and
1919 he was reelected four times, holding that title until 2015; he
2020 worked with constables across the state to enhance qualifications
2121 and standards for the job, and he served on the Constable's
2222 Legislative Committee; and
2323 WHEREAS, In May 2015, Mr. Hickman was appointed sheriff of
2424 Harris County; during his 18-month tenure, he launched a program to
2525 train officers in de-escalation techniques, created a citizen
2626 review board, and helped develop protocols for identifying and
2727 treating mental illness within the Harris County Jail inmate
2828 population; and
2929 WHEREAS, Mr. Hickman has been honored as the Texas Constable
3030 of the Year by the Justices of the Peace and Constables Association
3131 of Texas and has twice been recognized as Constable of the Year by
3232 the National Constables and Marshals Association; he also received
3333 the John Pickelman Leadership North Houston Fellow Award;
3434 throughout his career, he tirelessly worked to improve law
3535 enforcement standards through technology computerization,
3636 communication, and automation; he is a graduate of the University
3737 of Alabama, the Bill Blackwood Law Enforcement Management Institute
3838 of Texas, and the FBI National Academy; in all his endeavors,
3939 Mr. Hickman enjoys the love and support of his wife, Connie; and
4040 WHEREAS, Over the course of his distinguished 45-year career
4141 in law enforcement, Ron Hickman demonstrated outstanding
4242 leadership and an exceptional commitment to upholding the highest
4343 standards of his profession, and he may indeed take pride in his
4444 receipt of this prestigious accolade; now, therefore, be it
4545 RESOLVED, That the House of Representatives of the 88th Texas
4646 Legislature hereby congratulate Ron Hickman on receiving the 2023
4747 Living Legend Award from the Justices of the Peace and Constables
4848 Association of Texas and extend to him sincere appreciation for his
4949 many years of service to his fellow Texans; and, be it further
5050 RESOLVED, That an official copy of this resolution be
5151 prepared for Mr. Hickman as an expression of high regard by the
5252 Texas House of Representatives.
