5 | 5 | | WHEREAS, The life of a respected business leader drew to a |

6 | 6 | | close with the passing of James Michael Chargois on December 9, |

7 | 7 | | 2020, at the age of 76; and |

8 | 8 | | WHEREAS, Born in the Houston's historic Third Ward on |
---|
9 | 9 | | November 27, 1944, Michael Chargois was the son of Sidney A. |
---|
10 | 10 | | Chargois and Viola Judice Chargois; he grew up with six siblings, |
---|
11 | 11 | | Sidney, Alvin, Rose Mary, Carl, Gerard, and Lois Ann; his |
---|
12 | 12 | | entrepreneurial spirit and passion for automobiles manifested |
---|
13 | 13 | | themselves at an early age, when he started a lawn mowing business |
---|
14 | 14 | | and used the earnings to build a vehicle by hand; and |
---|
15 | 15 | | WHEREAS, After graduating from Yates High School, |
---|
16 | 16 | | Mr. Chargois attended Texas Christian University and embarked on a |
---|
17 | 17 | | noteworthy career in the automotive industry; his Austin-based |
---|
18 | 18 | | company, Pavilion Lincoln-Mercury, was named one of the nation's |
---|
19 | 19 | | top Black-owned businesses within three years of its inception; and |
---|
20 | 20 | | WHEREAS, Mr. Chargois went on to establish JMC Auto Group, |
---|
21 | 21 | | which earned recognition as the state's largest Black-owned |
---|
22 | 22 | | automotive business; it included dealerships not only in Austin, |
---|
23 | 23 | | Houston, and San Marcos, but also in Memphis, Tennessee; later, as |
---|
24 | 24 | | founder of JMC Enterprises, he diversified into real estate |
---|
25 | 25 | | development and holdings, equity investments, restaurants, and a |
---|
26 | 26 | | vineyard in Mendoza, Argentina; his achievements as a trailblazing |
---|
27 | 27 | | entrepreneur received attention from numerous industry and |
---|
28 | 28 | | general-interest publications, among them the New York Times, Time |
---|
29 | 29 | | magazine, the Austin Business Journal, and Black Enterprise; and |
---|
30 | 30 | | WHEREAS, Despite his success, Mr. Chargois remained humble, |
---|
31 | 31 | | kind, and approachable; he was a mentor to many over the years, and |
---|
32 | 32 | | he gave generously to numerous worthy causes and organizations; |
---|
33 | 33 | | sustained by a strong faith, he was a member of St. James' Episcopal |
---|
34 | 34 | | Church in Austin and St. James' Episcopal Church in Houston; in his |
---|
35 | 35 | | free time, he enjoyed drag racing, collecting antique cars, Creole |
---|
36 | 36 | | cooking, and playing golf; and |
---|
37 | 37 | | WHEREAS, Mr. Chargois shared a fulfilling marriage with his |
---|
38 | 38 | | wife of 36 years, Roxann Thomas Chargois; he took great pride in his |
---|
39 | 39 | | five children, Katrina, Charles, Nailah, Julian Michael, and |
---|
40 | 40 | | Morgan, as well as his five grandchildren, Brianna, William, Kayla, |
---|
41 | 41 | | Kiana, and Raegan; and |
---|
42 | 42 | | WHEREAS, Although Michael Chargois is greatly missed, he left |
---|
43 | 43 | | his family and friends with many cherished memories, and he will |
---|
44 | 44 | | forever hold a special place in their hearts; now, therefore, be it |
---|
45 | 45 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
46 | 46 | | Legislature hereby pay tribute to the life of James Michael |
---|
47 | 47 | | Chargois and extend sincere condolences to his loved ones; and, be |
---|
48 | 48 | | it further |

49 | 49 | | RESOLVED, That an official copy of this resolution be |

50 | 50 | | prepared for his family and that when the Texas House of |

51 | 51 | | Representatives adjourns this day, it do so in memory of Michael |
