| 8 | 8 | | WHEREAS, A subsidiary of Textron Inc., Bell has developed and |

| 9 | 9 | | manufactured aircraft for more than 85 years; headquartered in Fort |

| 10 | 10 | | Worth, the firm serves countries around the globe; and |

| 11 | 11 | | WHEREAS, Bell began developing and testing the V-280 Valor |

| 12 | 12 | | tiltrotor as part of the Pentagon's Joint Multi-Role Technology |

| 13 | 13 | | Demonstrator program in 2013; the aircraft features a number of |
|---|
| 14 | 14 | | innovative technologies, including mission equipment designed for |
|---|
| 15 | 15 | | challenging visual environments, an updated tactical common data |
|---|
| 16 | 16 | | link, and onboard sensors; in addition, it boasts exceptional range |
|---|
| 17 | 17 | | capabilities and strategic lift deployment options as well as |
|---|
| 18 | 18 | | improved flight performance and lifecycle sustainability; and |
|---|
| 19 | 19 | | WHEREAS, The V-280 Valor was designed for long-range assault, |
|---|
| 20 | 20 | | utility, medical evacuation, and disaster relief missions; during |
|---|
| 21 | 21 | | testing, the aircraft achieved a maximum forward speed of 305 knots |
|---|
| 22 | 22 | | and demonstrated a combat range of 500 to 800 nautical miles, a |
|---|
| 23 | 23 | | self-deployment range of some 1,700 nautical miles, low-speed |
|---|
| 24 | 24 | | agility, and rapid mission systems integration; and |
|---|
| 25 | 25 | | WHEREAS, The U.S. Army selected Bell's V-280 Valor to replace |

| 26 | 26 | | its fleet of Sikorsky UH-60 Black Hawk helicopters; the initial |

| 27 | 27 | | prototype of the V-280 will be delivered to the army by 2025, and |
|---|
| 28 | 28 | | the first production aircraft are expected to be operational by |

| 29 | 29 | | 2030; the entire program is estimated to have a value up to $80 |

| 31 | 31 | | WHEREAS, Bell has long been at the forefront of aircraft |
