| 5 | 5 | | WHEREAS, Dwayne G. Bishop has been named a recipient of the |

| 6 | 6 | | 2023 Outstanding Texan Award for House District 111 by the Texas |

| 7 | 7 | | Legislative Black Caucus; and |
|---|
| 8 | 8 | | WHEREAS, Mr. Bishop is the president and CEO of |
|---|
| 9 | 9 | | Congregational Security, Inc. (CSI), a private security company |
|---|
| 10 | 10 | | that has served a number of high-profile clients; he honed his |
|---|
| 11 | 11 | | skills in security training, deployment techniques, crime |
|---|
| 12 | 12 | | analysis, risk assessments, and other areas in his work as a |
|---|
| 13 | 13 | | detective with the Dallas Police Department's Dignitary Protection |
|---|
| 14 | 14 | | Unit; today, he operates a widely respected firm that trains and |
|---|
| 15 | 15 | | employs more than 450 personnel from the public safety and private |
|---|
| 16 | 16 | | security sectors; and |
|---|
| 17 | 17 | | WHEREAS, Since 2002, CSI has provided security for the Dallas |
|---|
| 18 | 18 | | Mavericks basketball team, and his client base has included |
|---|
| 19 | 19 | | celebrities such as NBA superstars LeBron James and Dirk Nowitzki, |
|---|
| 20 | 20 | | retired Dallas Cowboys star Emmitt Smith, and entertainment tycoon |
|---|
| 21 | 21 | | Steve Harvey; he served as the lead NBA security representative for |
|---|
| 22 | 22 | | the 2010 NBA All-Star game in Dallas, and the following year, he was |
|---|
| 23 | 23 | | invited by the NFL to assist in overseeing security for the 2011 |
|---|
| 24 | 24 | | Super Bowl game; more recently, he led the planning and |
|---|
| 25 | 25 | | implementation of security for the 2017 induction of Dallas Cowboys |

| 26 | 26 | | owner Jerry Jones into the Pro Football Hall of Fame; in addition to |

| 27 | 27 | | his work for major sporting events and sports organizations, he has |

| 28 | 28 | | served as security director for both the Dallas and Fort Worth |

| 29 | 29 | | Housing Authorities and for St. John Baptist Church; he has also |

| 30 | 30 | | shared his expertise as a senior advisor to Command Consulting |

|---|

| 33 | 33 | | WHEREAS, Dwayne Bishop's achievements as an entrepreneur and |

| 34 | 34 | | as a leading expert in security have earned him the respect of his |

| 35 | 35 | | peers, his clients, and his fellow citizens alike, and he is indeed |

| 36 | 36 | | a deserving recipient of this prestigious honor; now, therefore, be |
