| 11 | 11 | | WHEREAS, Arturo Alviar III is furthering an impressive legacy |

| 12 | 12 | | of artistic achievement in the Lone Star State, and it is a pleasure |

| 13 | 13 | | to join in recognizing him for his exceptional talent; now, |
