6 | 6 | | station, is celebrating the 50th anniversary of its founding in |

8 | 8 | | WHEREAS, Now the longest continually operating public access |
---|
9 | 9 | | television station in the country, Austin Public launched on |
---|
10 | 10 | | Capital Cable channel 10 in June 1973 as Austin Community |
---|
11 | 11 | | Television; community media activists, members of the Texas |
---|
12 | 12 | | Commission on the Arts, and radio-TV-film majors joined forces to |
---|
13 | 13 | | learn about access television, then available in only two cities, |
---|
14 | 14 | | and obtain channel space and a corporate charter; in the early days, |
---|
15 | 15 | | with no cable lines or satellite dishes in the heart of the city, |
---|
16 | 16 | | broadcasting required a trip up Mount Larson to wire a playback |
---|
17 | 17 | | device into the cable system; the first live music cablecast |
---|
18 | 18 | | involved a musician performing at the site with the city in the |
---|
19 | 19 | | background; and |
---|
20 | 20 | | WHEREAS, The channel reflected the community with its wide |
---|
21 | 21 | | variety of programming, including city council meetings, sermons, |
---|
22 | 22 | | live music, offbeat call-ins, reports on civil strife, and shows |
---|
23 | 23 | | with such unlikely titles as The Pun Zone and Face Your Pets; famed |
---|
24 | 24 | | film directors Richard Linklater and Robert Rodriguez availed |
---|
25 | 25 | | themselves of the resource, and a number of producers, activists, |
---|
26 | 26 | | and board members from the station have gone on to serve as |
---|
27 | 27 | | executive directors of access television in other cities; and |
---|
28 | 28 | | WHEREAS, Since 2015, the Austin Film Society has administered |
---|
29 | 29 | | Austin Public, carrying on its tradition as an independent, |
---|
30 | 30 | | noncommercial free-speech forum that is open to all Austinites; it |
---|
31 | 31 | | has expanded its platforms, broadcasting over cable channels 10, |
---|
32 | 32 | | 11, and 16, and streaming simultaneously on the Internet; |
---|
33 | 33 | | empowering individuals and nonprofit organizations, it offers low |
---|
34 | 34 | | and no-cost training, equipment, facilities, and content |
---|
35 | 35 | | distribution to facilitate communication, community building, and |
---|
36 | 36 | | diversification of the media landscape; and |
---|
37 | 37 | | WHEREAS, For a half century, Austin Public has amplified the |
---|
38 | 38 | | voices of area residents, helping them to entertain, inform, and |
---|
39 | 39 | | maintain the city's proud reputation for weirdness, and the |
---|
40 | 40 | | community is indeed fortunate in the continuing existence of this |
---|
41 | 41 | | notable incubator for creativity and civic engagement; now, |

42 | 42 | | therefore, be it |

43 | 43 | | RESOLVED, That the House of Representatives of the 88th Texas |

44 | 44 | | Legislature hereby congratulate Austin Public access television on |

45 | 45 | | its 50th anniversary and extend to all those associated with the |

46 | 46 | | organization sincere best wishes for continued success; and, be it |
