5	5	WHEREAS, Dr. Philip L. Leggett of Houston has been named a
6	6	recipient of a 2023 Ashbel Smith Distinguished Alumni Award by The
7	7	University of Texas Medical Branch John Sealy School of Medicine
8	8	Alumni Association; and
9	9	WHEREAS, Established to honor a prominent figure in early
10	10	Texas medicine, this accolade recognizes professionals for
11	11	contributions to the medical field, support for high standards of
12	12	excellence, and the prestige they have reflected upon UTMB; and
13	13	WHEREAS, Dr. Leggett is a general surgeon affiliated with HCA
14	14	Houston Healthcare Northwest, where he has further served in such
15	15	roles as chair of the board; internationally recognized as a
16	16	pioneer in minimally invasive surgery, he is a leader in the
17	17	treatment of acid reflux and in diagnosing Barrett's esophagus; his
18	18	practice focuses on general, bariatric, and laparoscopic surgery,
19	19	and since 2008, it has been designated as a Center of Excellence for
20	20	Bariatric Surgery; and
21	21	WHEREAS, Dedicated to the advancement of his field,
22	22	Dr. Leggett serves as a clinical associate professor of surgery at
23	23	The University of Texas Medical Branch at Galveston and as a
24	24	clinical assistant professor at the UT Medical School at Houston;
25	25	the author or coauthor of more than 50 scientific publications, he
26	26	is a fellow of the American College of Surgeons and of the
27	27	International College of Surgeons; and
28	28	WHEREAS, Dr. Leggett graduated Phi Beta Kappa from UT Austin
29	29	in 1975 and went on to earn his medical degree from UTMB Galveston;
30	30	he completed his internship and residency at Alton Ochsner Medical
31	31	Foundation, where he served as chief surgical resident; early in
32	32	his career, he traveled extensively to teach his techniques, and in
33	33	1999, he developed one of the first laparoendoscopic fellowships in
34	34	the country; he serves as director of the program, now the
35	35	longest-running component of the UTHealth Houston/Minimally
36	36	Invasive Surgeons of Texas Fellowship Consortium; and
37	37	WHEREAS, Over the years, Dr. Leggett has also benefited the
38	38	wider community through his civic engagement; he is currently a
39	39	member of the boards of the Houston Livestock Show and Rodeo, the
40	40	Richard Wallrath Educational Foundation, and the Mary J. Hamilton
41	41	Con Dios Foundation; and
42	42	WHEREAS, Through his exceptional achievements, Dr. Leggett
43	43	has contributed significantly to the advancement of medical
44	44	science, and he is richly deserving of this prestigious honor; now,
45	45	therefore, be it
46	46	RESOLVED, That the House of Representatives of the 88th Texas
47	47	Legislature hereby congratulate Dr. Philip L. Leggett on his
48	48	receipt of a 2023 Ashbel Smith Distinguished Alumni Award from The
49	49	University of Texas Medical Branch John Sealy School of Medicine
50	50	Alumni Association and extend to him sincere best wishes for
51	51	continued success; and, be it further
52	52	RESOLVED, That an official copy of this resolution be
53	53	prepared for Dr. Leggett as an expression of high regard by the
54	54	Texas House of Representatives.
