44 R E S O L U T I O N
55 WHEREAS, Dr. Philip L. Leggett of Houston has been named a
66 recipient of a 2023 Ashbel Smith Distinguished Alumni Award by The
77 University of Texas Medical Branch John Sealy School of Medicine
88 Alumni Association; and
99 WHEREAS, Established to honor a prominent figure in early
1010 Texas medicine, this accolade recognizes professionals for
1111 contributions to the medical field, support for high standards of
1212 excellence, and the prestige they have reflected upon UTMB; and
1313 WHEREAS, Dr. Leggett is a general surgeon affiliated with HCA
1414 Houston Healthcare Northwest, where he has further served in such
1515 roles as chair of the board; internationally recognized as a
1616 pioneer in minimally invasive surgery, he is a leader in the
1717 treatment of acid reflux and in diagnosing Barrett's esophagus; his
1818 practice focuses on general, bariatric, and laparoscopic surgery,
1919 and since 2008, it has been designated as a Center of Excellence for
2020 Bariatric Surgery; and
2121 WHEREAS, Dedicated to the advancement of his field,
2222 Dr. Leggett serves as a clinical associate professor of surgery at
2323 The University of Texas Medical Branch at Galveston and as a
2424 clinical assistant professor at the UT Medical School at Houston;
2525 the author or coauthor of more than 50 scientific publications, he
2626 is a fellow of the American College of Surgeons and of the
2727 International College of Surgeons; and
2828 WHEREAS, Dr. Leggett graduated Phi Beta Kappa from UT Austin
2929 in 1975 and went on to earn his medical degree from UTMB Galveston;
3030 he completed his internship and residency at Alton Ochsner Medical
3131 Foundation, where he served as chief surgical resident; early in
3232 his career, he traveled extensively to teach his techniques, and in
3333 1999, he developed one of the first laparoendoscopic fellowships in
3434 the country; he serves as director of the program, now the
3535 longest-running component of the UTHealth Houston/Minimally
3636 Invasive Surgeons of Texas Fellowship Consortium; and
3737 WHEREAS, Over the years, Dr. Leggett has also benefited the
3838 wider community through his civic engagement; he is currently a
3939 member of the boards of the Houston Livestock Show and Rodeo, the
4040 Richard Wallrath Educational Foundation, and the Mary J. Hamilton
4141 Con Dios Foundation; and
4242 WHEREAS, Through his exceptional achievements, Dr. Leggett
4343 has contributed significantly to the advancement of medical
4444 science, and he is richly deserving of this prestigious honor; now,
4545 therefore, be it
4646 RESOLVED, That the House of Representatives of the 88th Texas
4747 Legislature hereby congratulate Dr. Philip L. Leggett on his
4848 receipt of a 2023 Ashbel Smith Distinguished Alumni Award from The
4949 University of Texas Medical Branch John Sealy School of Medicine
5050 Alumni Association and extend to him sincere best wishes for
5151 continued success; and, be it further
5252 RESOLVED, That an official copy of this resolution be
5353 prepared for Dr. Leggett as an expression of high regard by the
5454 Texas House of Representatives.
