| 5 | 5 | | WHEREAS, Ambassador Esteban Moctezuma Barragán has been |

| 6 | 6 | | named the 2023 Señor Internacional by the League of United Latin |

| 7 | 7 | | American Citizens Council No. 12 in Laredo; and |

| 8 | 8 | | WHEREAS, Each year, LULAC Council No. 12 selects a Señor and |

| 9 | 9 | | Señora Internacional as part of the Washington's Birthday |
|---|
| 10 | 10 | | Celebration in Laredo, a month-long event that features parades, a |
|---|
| 11 | 11 | | carnival, and an international bridge ceremony symbolizing the |
|---|
| 12 | 12 | | friendship between the U.S. and Mexico; chosen for their |
|---|
| 13 | 13 | | contributions to Hispanic Americans and the Southwest, the honorees |
|---|
| 14 | 14 | | each represent one side of the U.S.-Mexico border; and |
|---|
| 15 | 15 | | WHEREAS, Esteban Moctezuma Barragán has served as the Mexican |
|---|
| 16 | 16 | | ambassador extraordinary and plenipotentiary to the U.S. since |
|---|
| 17 | 17 | | February 2021; over the course of his tenure, his priorities have |
|---|
| 18 | 18 | | included working in behalf of Mexicans in the U.S., supporting |
|---|
| 19 | 19 | | COVID-19 vaccinations for migrant workers, raising awareness of the |
|---|
| 20 | 20 | | achievements of Mexican communities abroad, and fostering |
|---|
| 21 | 21 | | bilingualism; and |
|---|
| 22 | 22 | | WHEREAS, Before taking on his current position, Ambassador |
|---|
| 23 | 23 | | Moctezuma Barragán held a number of important roles with the |
|---|
| 24 | 24 | | Mexican government, including secretary of public education, |
|---|
| 25 | 25 | | secretary of social development, secretary of the interior, and |
|---|
| 26 | 26 | | senator of the republic; he holds a bachelor's degree in economics |
|---|
| 27 | 27 | | from the Universidad Nacional Autónoma de México and a master's |
|---|
| 28 | 28 | | degree in political economy from the University of Cambridge; and |
|---|
| 29 | 29 | | WHEREAS, Esteban Moctezuma Barragán has made vital |
|---|
| 30 | 30 | | contributions to the U.S.-Mexico border region, and he is indeed |
|---|
| 31 | 31 | | deserving of this most recent honor; now, therefore, be it |

| 32 | 32 | | RESOLVED, That the House of Representatives of the 88th Texas |

| 33 | 33 | | Legislature hereby congratulate Ambassador Esteban Moctezuma |
