5 | 5 | | WHEREAS, Dr. Maria-Elena Giner has been named the 2023 Señora |

7 | 7 | | Council No. 12 in Laredo; and |

8 | 8 | | WHEREAS, Each year, LULAC Council No. 12 selects a Señor and |

9 | 9 | | Señora Internacional as part of the Washington's Birthday |
---|
10 | 10 | | Celebration in Laredo, a month-long event that features parades, a |
---|
11 | 11 | | carnival, and an international bridge ceremony symbolizing the |
---|
12 | 12 | | friendship between the U.S. and Mexico; chosen for their |
---|
13 | 13 | | contributions to Hispanic Americans and the Southwest, the honorees |
---|
14 | 14 | | each represent one side of the U.S.-Mexico border; and |
---|
15 | 15 | | WHEREAS, The daughter of an immigrant, Maria-Elena Giner grew |
---|
16 | 16 | | up along the U.S.-Mexico border, and she is both bicultural and |
---|
17 | 17 | | bilingual; she attended Loretto Academy in El Paso and continued |
---|
18 | 18 | | her education at Loyola Marymount University, where she earned a |
---|
19 | 19 | | bachelor's degree in civil engineering; she went on to receive a |
---|
20 | 20 | | master's degree in business administration from The University of |
---|
21 | 21 | | Texas at El Paso and a doctorate in public policy from UT Austin; |
---|
22 | 22 | | and |
---|
23 | 23 | | WHEREAS, Dr. Giner previously served as the general manager |
---|
24 | 24 | | for the Border Environment Cooperation Commission, and over the |
---|
25 | 25 | | course of her tenure, she focused on policies addressing |
---|
26 | 26 | | U.S.-Mexico cooperation on water, energy, and climate change; in |
---|
27 | 27 | | 2021, she was appointed to her current role as the U.S. commissioner |
---|
28 | 28 | | of the International Boundary and Water Commission, United States |
---|
29 | 29 | | and Mexico; a registered professional engineer, she has also |
---|
30 | 30 | | published extensively on water policy and transboundary bilateral |
---|
31 | 31 | | cooperation; and |
---|
32 | 32 | | WHEREAS, Maria-Elena Giner has made vital contributions to |
---|
33 | 33 | | the U.S.-Mexico border region, and she is indeed deserving of this |
---|
34 | 34 | | most recent honor; now, therefore, be it |

35 | 35 | | RESOLVED, That the House of Representatives of the 88th Texas |

36 | 36 | | Legislature hereby congratulate Dr. Maria-Elena Giner on being |

37 | 37 | | named the 2023 Señora Internacional by LULAC Council No. 12 in |

38 | 38 | | Laredo and extend to her sincere best wishes for continued success |
