55 WHEREAS, The Missouri City Juneteenth Celebration Foundation
66 is hosting its 2023 Juneteenth Celebration from June 9 to 17; and
77 WHEREAS, The Emancipation Proclamation was promulgated on
88 January 1, 1863, but it would not be enforced in Texas until after
99 the Civil War; on June 19, 1865, Major General Gordon Granger of the
1010 Union Army arrived in Galveston and that same day issued General
1111 Order No. 3, declaring the freedom of all those held in bondage;
1212 emancipated men and women marked the first anniversary of this date
1313 in 1866, and over the years, Juneteenth became a proud celebration
1414 of a momentous milestone in this nation's history; in 1979, Texas
1515 became the first state to make the celebration an official holiday,
1616 and a bill was passed in Congress in 2021 that established
1717 Juneteenth as a federal holiday; and
1818 WHEREAS, The Missouri City Juneteenth Celebration Foundation
1919 was established in 2002 with the goals of organizing culturally
2020 relevant activities, creating programs to nurture young talent, and
2121 bringing together families from all backgrounds in a wholesome and
2222 inspiring setting; today, the program has grown to encompass a wide
2323 variety of activities, including a kick-off reception, a parade, a
2424 community service awards gala, and a golf tournament as well as
2525 musical performances; the Freedom Tree, located in Freedom Tree
2626 Park, serves as a focal point and symbol of African American
2727 resilience; and
2828 WHEREAS, The much-anticipated Juneteenth celebration in
2929 Missouri City provides a fitting opportunity to reflect on African
3030 Americans' long road to freedom and to recognize their immeasurable
3131 contributions to the building of this country over the centuries;
3232 now, therefore, be it
3333 RESOLVED, That the House of Representatives of the 88th Texas
3434 Legislature hereby commemorate the 2023 Missouri City Juneteenth
3535 Celebration and extend to all those participating sincere best
3636 wishes for a memorable and meaningful event.
