| 5 | 5 | | WHEREAS, Dale Clay of Hutto is receiving the Silver Beaver |

| 6 | 6 | | Award from the Capitol Area Council of Scouts BSA; and |
|---|
| 7 | 7 | | WHEREAS, Established in 1931, the Silver Beaver Award |
|---|
| 8 | 8 | | recognizes registered Scouters who have made a positive impact on |
|---|
| 9 | 9 | | the lives of youths through their service to the organization; and |
|---|
| 10 | 10 | | WHEREAS, Mr. Clay has distinguished himself through 27 years |
|---|
| 11 | 11 | | of service as an adult volunteer for Scouts BSA; since 2021, he has |
|---|
| 12 | 12 | | served the Capitol Area Council Waterloo District as a committee |
|---|
| 13 | 13 | | member, Order of the Arrow chapter advisor, and member-at-large; he |
|---|
| 14 | 14 | | previously held positions with the Calcasieu Area, Transatlantic, |
|---|
| 15 | 15 | | Illowa, Coastal, and Michigan Crossroads Councils; an Eagle Scout, |
|---|
| 16 | 16 | | he has also received the Scoutmaster Award of Merit, the Scouter's |
|---|
| 17 | 17 | | Training Award, the Arrowhead Honor, the Whitney M. Young Jr. |
|---|
| 18 | 18 | | Service Award, and the Order of the Arrow Vigil Honor; he was named |
|---|
| 19 | 19 | | Scoutmaster of the Year in 1989; and |
|---|
| 20 | 20 | | WHEREAS, A proud veteran, Mr. Clay served in the U.S. Army |
|---|
| 21 | 21 | | for 27 years before retiring at the rank of first sergeant; he has |
|---|
| 22 | 22 | | given back to his community through his involvement with the |
|---|
| 23 | 23 | | Veterans of Foreign Wars, the International Association Approved |
|---|
| 24 | 24 | | Basketball Officials, and the Austin Basketball Officials |
|---|
| 25 | 25 | | Association, and he served as a referee for Special Olympics Texas |
|---|
| 26 | 26 | | from 2010 to 2013; he has also contributed to numerous projects to |
|---|
| 27 | 27 | | benefit local residents, such as clothing, food, and toy drives; |
|---|
| 28 | 28 | | sustained by his deep faith, he has been an active member of the |
|---|
| 29 | 29 | | Church of God in Christ for 15 years, where he has mentored young |
|---|
| 30 | 30 | | men in the Big Brother program; and |
|---|
| 31 | 31 | | WHEREAS, Dale Clay has demonstrated a longstanding |
|---|
| 32 | 32 | | commitment to his community and to scouting, and he is truly |
|---|
| 33 | 33 | | deserving of this prestigious honor; now, therefore, be it |

| 34 | 34 | | RESOLVED, That the House of Representatives of the 88th Texas |

| 35 | 35 | | Legislature hereby congratulate Dale Clay on receiving the Silver |

| 36 | 36 | | Beaver Award from the Capitol Area Council of Boy Scouts of America |
