5 | 5 | | WHEREAS, Jimmy Perdue is retiring as chief of police and |
---|
6 | 6 | | director of public safety for the City of North Richland Hills in |
---|
7 | 7 | | May 2023, concluding an exemplary career in public service that has |
---|
8 | 8 | | spanned more than four decades; and |
---|
9 | 9 | | WHEREAS, Mr. Perdue joined the Irving Police Department in |
---|
10 | 10 | | 1982, and in the ensuing years, he advanced through the ranks to |
---|
11 | 11 | | become the department's assistant police chief; in July 2005, he |
---|
12 | 12 | | was appointed as chief of police for North Richland Hills, and after |
---|
13 | 13 | | three years, he was named the city's director of public safety, with |
---|
14 | 14 | | responsibility for overseeing its police and fire departments, |
---|
15 | 15 | | facilities, and fleet; and |
---|
16 | 16 | | WHEREAS, During Chief Perdue's tenure, the North Richland |
---|
17 | 17 | | Hills Police Department first attained Recognized status from the |
---|
18 | 18 | | Texas Police Chiefs Association Foundation's Best Practices |
---|
19 | 19 | | Recognition Program in 2011, and it has continuously maintained |
---|
20 | 20 | | that status for over a decade; during 2011, Chief Perdue also |
---|
21 | 21 | | implemented a shared services agreement with the neighboring |
---|
22 | 22 | | communities of Haltom City, Richland Hills, and Watauga for |
---|
23 | 23 | | dispatching and jail services, which has saved each city hundreds |
---|
24 | 24 | | of thousands of dollars annually in operational costs; and |
---|
25 | 25 | | WHEREAS, Chief Perdue has gone above and beyond to develop |
---|
26 | 26 | | programs and initiatives that have greatly enhanced public safety |
---|
27 | 27 | | in the community; these have included the Volunteers in Public |
---|
28 | 28 | | Service program, which allows trained citizen volunteers to assist |
---|
29 | 29 | | police with non-enforcement duties, and the SHIELD program, which |
---|
30 | 30 | | encourages department employees to focus on Service, Honor, |
---|
31 | 31 | | Integrity, Ethics, and De-escalation; in 2013, Chief Perdue |
---|
32 | 32 | | initiated the establishment of the Women of Law Enforcement |
---|
33 | 33 | | Conference, which has since grown from 110 to more than 500 |
---|
34 | 34 | | attendees; and |
---|
35 | 35 | | WHEREAS, A graduate of the FBI National Academy, Chief Perdue |
---|
36 | 36 | | holds a bachelor's degree from Dallas Baptist University and a |
---|
37 | 37 | | master's degree in criminal justice from the University of North |
---|
38 | 38 | | Texas; in 2022, he was elected as president of the Texas Police |
---|
39 | 39 | | Chiefs Association, and he previously served as president of the |
---|
40 | 40 | | North Texas Police Chiefs Association; and |
---|
41 | 41 | | WHEREAS, Chief Jimmy Perdue has greatly benefited the |
---|
42 | 42 | | citizens of North Richland Hills through his leadership, vision, |
---|
43 | 43 | | and deep commitment to public safety, and he may indeed reflect with |
---|
44 | 44 | | pride on a career well spent as he embarks on the next exciting |
---|
45 | 45 | | chapter of his life; now, therefore, be it |
---|
46 | 46 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
47 | 47 | | Legislature hereby congratulate Jimmy Perdue on his retirement as |
---|
48 | 48 | | chief of police and director of public safety for the City of North |
---|
49 | 49 | | Richland Hills and extend to him sincere best wishes for the future; |
