| 5 | 5 | | WHEREAS, The Texas Association of Regional Councils is |
|---|
| 6 | 6 | | celebrating the 50th anniversary of its founding in 2023; and |
|---|
| 7 | 7 | | WHEREAS, Established in 1973, TARC was formed by regional |
|---|
| 8 | 8 | | councils of governments (COGs) to encourage cooperation and improve |
|---|
| 9 | 9 | | coordination and communication in planning efforts at the local, |
|---|
| 10 | 10 | | regional, and state levels; the association is made up of 24 |
|---|
| 11 | 11 | | regional councils, and it supports its member agencies in their |
|---|
| 12 | 12 | | work to enhance quality of life in their communities through |
|---|
| 13 | 13 | | regional strategies, partnerships, and solutions; and |
|---|
| 14 | 14 | | WHEREAS, The 24 regional councils are comprised of city, |
|---|
| 15 | 15 | | county, and special district members, and they all work together to |
|---|
| 16 | 16 | | implement cost-effective and results-oriented strategies that |
|---|
| 17 | 17 | | address statewide and local needs on a regional scale; in addition, |
|---|
| 18 | 18 | | the association provides vital policy and program support for state |
|---|
| 19 | 19 | | and local leaders; and |
|---|
| 20 | 20 | | WHEREAS, TARC enables its members to assist local governments |
|---|
| 21 | 21 | | by sharing best practices, educating the public, and representing |
|---|
| 22 | 22 | | councils before city, state, and federal agencies, as well as |
|---|
| 23 | 23 | | legislative bodies; furthermore, its members work closely with |
|---|
| 24 | 24 | | state and federal partners on a variety of projects that are vital |
|---|
| 25 | 25 | | to the health and safety of Texas residents, including developing |
|---|
| 26 | 26 | | regional emergency preparedness strategies, implementing services |
|---|
| 27 | 27 | | and programs for the elderly, overseeing regional planning for |
|---|
| 28 | 28 | | environmental issues, improving regional 911 systems, and |
|---|
| 29 | 29 | | supporting community and economic development; TARC is governed by |
|---|
| 30 | 30 | | a board of elected officials that includes county judges, |
|---|
| 31 | 31 | | commissioners, mayors, and city council members from across the |
|---|
| 32 | 32 | | state's COG regions; and |
|---|
| 33 | 33 | | WHEREAS, Over the course of the past half century, the Texas |
|---|
| 34 | 34 | | Association of Regional Councils has provided invaluable support to |
|---|
| 35 | 35 | | its member councils and has greatly contributed to the betterment |
|---|
| 36 | 36 | | of communities across the Lone Star State, and it is indeed a |
|---|
| 37 | 37 | | pleasure to join in celebrating this significant milestone in the |
|---|
| 38 | 38 | | organization's history; now, therefore, be it |
|---|
| 39 | 39 | | RESOLVED, That the House of Representatives of the 88th Texas |
|---|
| 40 | 40 | | Legislature hereby commemorate the 50th anniversary of the Texas |
|---|
| 41 | 41 | | Association of Regional Councils and extend to all those associated |
|---|
| 42 | 42 | | with the organization sincere best wishes for the future; and, be it |
