| 11 | 11 | | Willacy, and Cameron Counties; and |

| 12 | 12 | | WHEREAS, Meeting regularly over the course of a nine-month |

| 13 | 13 | | period, program participants cultivate relationships with leaders |

| 14 | 14 | | across the four-county region and explore a number of pressing |

| 15 | 15 | | issues, including health care, water security, economics, higher |

| 17 | 17 | | WHEREAS, By taking part in this prestigious program, Laura |

| 18 | 18 | | Eugenia Garcia Aviles has gained a more comprehensive understanding |

| 19 | 19 | | of the challenges and opportunities facing her fellow residents, as |

| 20 | 20 | | well as a renewed dedication to civic engagement, and it is a |
