44 R E S O L U T I O N
55 WHEREAS, The life of a highly respected oil and gas industry
66 leader drew to a close with the passing of Robert Leroy Looney of
77 Evant on December 1, 2022, at the age of 79; and
88 WHEREAS, Rob Looney was born in Hutchinson, Kansas, on
99 June 2, 1943, to Walter and Helen Looney, and he grew up with five
1010 brothers, Charles, Walter, Larry, Donald, and Harold, and a sister,
1111 Janice; a graduate of Iola High School, he earned an education
1212 degree from the University of Kansas and a juris doctor degree from
1313 its school of law; and
1414 WHEREAS, Embarking on a career with the Phillips Petroleum
1515 Company, Mr. Looney served in its legal departments in Colorado,
1616 Alaska, Texas, and Oklahoma before settling in Austin in 1976 to
1717 become senior vice president of the Texas Association of Business;
1818 in 1982, he established his own legal practice; and
1919 WHEREAS, Mr. Looney joined the Texas Oil and Gas Association
2020 in 1988, and during his 26 years as president, he oversaw a number
2121 of changes that led to the establishment of new industry safety
2222 guidelines and the responsible production of natural resources;
2323 moreover, he created the TXOGA Insurance Agency and the TXOGA
2424 Workers' Compensation Safety Group; additionally, he served on the
2525 Interstate Oil and Gas Compact Commission and with the U.S. Oil &
2626 Gas Association; upon his retirement in 2014, he was honored with
2727 the prestigious TXOGA Distinguished Service Award; and
2828 WHEREAS, In retirement, Mr. Looney served the Evant Chamber
2929 of Commerce as president, and he helped put into place the Evant
3030 Independent School District Heritage Foundation; in all his
3131 endeavors, he enjoyed the love and support of his wife, Charlotte,
3232 and his daughters, Stacy and Krissy; and
3333 WHEREAS, Admired for his kind and generous nature, Rob Looney
3434 lived a life that was rich in personal and professional
3535 achievements, and he will forever be a source of inspiration to
3636 those he leaves behind; now, therefore, be it
3737 RESOLVED, That the House of Representatives of the 88th Texas
3838 Legislature hereby pay tribute to the memory of Robert Leroy Looney
3939 and extend sincere condolences to the members of his family: to his
4040 wife, Charlotte Bennight Looney; to his daughters, Stacy Looney and
4141 Krissy Lilljedahl, and their mother, Linda Strang Looney; to his
4242 son-in-law, Bobby Lilljedahl; to his grandchildren, Lila Grace,
4343 Jace, and Elli Lilljedahl; to his wife's children, Sheldon Bennight
4444 and his wife, Jessica, and their son, Jackson, and Shelley Barrett
4545 and her children, Gracie and Jett; to his brothers, Walter Looney
4646 and his wife, Lyndeen, Larry Looney and his wife, Jenel, Donald
4747 Looney and his wife, Sue, and Harold Looney and his wife, Chris; and
4848 to his other relatives and friends; and, be it further
4949 RESOLVED, That an official copy of this resolution be
5050 prepared for his family and that when the Texas House of
5151 Representatives adjourns this day, it do so in memory of Rob Looney.
