5	5	WHEREAS, The life of a highly respected oil and gas industry
6	6	leader drew to a close with the passing of Robert Leroy Looney of
7	7	Evant on December 1, 2022, at the age of 79; and
8	8	WHEREAS, Rob Looney was born in Hutchinson, Kansas, on
9	9	June 2, 1943, to Walter and Helen Looney, and he grew up with five
10	10	brothers, Charles, Walter, Larry, Donald, and Harold, and a sister,
11	11	Janice; a graduate of Iola High School, he earned an education
12	12	degree from the University of Kansas and a juris doctor degree from
13	13	its school of law; and
14	14	WHEREAS, Embarking on a career with the Phillips Petroleum
15	15	Company, Mr. Looney served in its legal departments in Colorado,
16	16	Alaska, Texas, and Oklahoma before settling in Austin in 1976 to
17	17	become senior vice president of the Texas Association of Business;
18	18	in 1982, he established his own legal practice; and
19	19	WHEREAS, Mr. Looney joined the Texas Oil and Gas Association
20	20	in 1988, and during his 26 years as president, he oversaw a number
21	21	of changes that led to the establishment of new industry safety
22	22	guidelines and the responsible production of natural resources;
23	23	moreover, he created the TXOGA Insurance Agency and the TXOGA
24	24	Workers' Compensation Safety Group; additionally, he served on the
25	25	Interstate Oil and Gas Compact Commission and with the U.S. Oil &
26	26	Gas Association; upon his retirement in 2014, he was honored with
27	27	the prestigious TXOGA Distinguished Service Award; and
28	28	WHEREAS, In retirement, Mr. Looney served the Evant Chamber
29	29	of Commerce as president, and he helped put into place the Evant
30	30	Independent School District Heritage Foundation; in all his
31	31	endeavors, he enjoyed the love and support of his wife, Charlotte,
32	32	and his daughters, Stacy and Krissy; and
33	33	WHEREAS, Admired for his kind and generous nature, Rob Looney
34	34	lived a life that was rich in personal and professional
35	35	achievements, and he will forever be a source of inspiration to
36	36	those he leaves behind; now, therefore, be it
37	37	RESOLVED, That the House of Representatives of the 88th Texas
38	38	Legislature hereby pay tribute to the memory of Robert Leroy Looney
39	39	and extend sincere condolences to the members of his family: to his
40	40	wife, Charlotte Bennight Looney; to his daughters, Stacy Looney and
41	41	Krissy Lilljedahl, and their mother, Linda Strang Looney; to his
42	42	son-in-law, Bobby Lilljedahl; to his grandchildren, Lila Grace,
43	43	Jace, and Elli Lilljedahl; to his wife's children, Sheldon Bennight
44	44	and his wife, Jessica, and their son, Jackson, and Shelley Barrett
45	45	and her children, Gracie and Jett; to his brothers, Walter Looney
46	46	and his wife, Lyndeen, Larry Looney and his wife, Jenel, Donald
47	47	Looney and his wife, Sue, and Harold Looney and his wife, Chris; and
48	48	to his other relatives and friends; and, be it further
49	49	RESOLVED, That an official copy of this resolution be
50	50	prepared for his family and that when the Texas House of
51	51	Representatives adjourns this day, it do so in memory of Rob Looney.
