| 10 | 10 | | who dedicate their careers to teaching make a positive difference |

| 11 | 11 | | in the lives of their students and in the greater community; and |

| 12 | 12 | | WHEREAS, Jorge Silva exemplifies the passion, determination, |

| 13 | 13 | | and innovative spirit that are the hallmarks of our best teachers, |
