5	5	WHEREAS, Dr. Mark Henry is retiring as superintendent of the
6	6	Cypress-Fairbanks Independent School District on December 31,
7	7	2023, drawing to a close an exemplary career in education that has
8	8	spanned more than four decades; and
9	9	WHEREAS, Since taking the helm of Cypress-Fairbanks ISD in
10	10	2011, Dr. Henry has guided the district through a period of
11	11	significant growth, including the addition of nine new campuses and
12	12	the passage of two bond programs to address increased enrollment
13	13	through facility renovations, transportation upgrades, and safety
14	14	and security enhancements; under his leadership, the district
15	15	improved academic achievement and earned an A rating from the Texas
16	16	Education Agency; in addition, Cypress-Fairbanks ISD earned the
17	17	H-E-B Excellence in Education Award and was named Best Overall in
18	18	Academic Performance and Financial Performance by the Education
19	19	Resource Group; and
20	20	WHEREAS, Dr. Henry previously served as superintendent of
21	21	the Galena Park, Sulphur Springs, Collinsville, and Milford
22	22	Independent School Districts; he holds a bachelor's degree from The
23	23	University of Texas at Arlington and a master's degree and
24	24	doctorate from the University of North Texas; he has been named the
25	25	Education Service Center Region 4 Superintendent of the Year and
26	26	the Association of Texas Professional Educators Texas
27	27	Administrator of the Year, and he was a finalist for the Texas
28	28	Superintendent of the Year award; and
29	29	WHEREAS, This esteemed educator is a member of the Texas
30	30	Association of School Administrators, and he has served as chair of
31	31	the University Interscholastic League Legislative Council, as vice
32	32	chair of the Teacher Retirement System of Texas, and chair of the
33	33	Cy-Fair Houston Chamber of Commerce; he is currently a trustee of
34	34	the Cy-Fair Educational Foundation Leadership Committee and HCA
35	35	Houston Healthcare; and
36	36	WHEREAS, In all his endeavors, Dr. Henry enjoys the love and
37	37	support of a fine family that includes his wife, Cindy, and their
38	38	three children and seven grandchildren; and
39	39	WHEREAS, Through his professionalism, dedication, and
40	40	commitment to excellence, Mark Henry has earned the respect and
41	41	admiration of his colleagues, and he may indeed reflect with pride
42	42	on his many contributions as he begins the next exciting chapter of
43	43	his life; now, therefore, be it
44	44	RESOLVED, That the House of Representatives of the 88th Texas
45	45	Legislature hereby congratulate Dr. Mark Henry on his retirement as
46	46	superintendent of the Cypress-Fairbanks Independent School
47	47	District and extend to him sincere best wishes for the future; and,
48	48	be it further
49	49	RESOLVED, That an official copy of this resolution be
50	50	prepared for Dr. Henry as an expression of high regard by the Texas
51	51	House of Representatives.
