5 | 5 | | WHEREAS, The citizens of Palestine lost an esteemed community |
---|
6 | 6 | | leader with the passing of city council member Vickey Lynn Chivers |
---|
7 | 7 | | on March 21, 2023, at the age of 67; and |
---|
8 | 8 | | WHEREAS, Born on June 26, 1955, Vickey Chivers was a lifelong |
---|
9 | 9 | | resident of Palestine; a graduate of Palestine High School, she |
---|
10 | 10 | | earned two associate's degrees from Trinity Valley Junior College |
---|
11 | 11 | | and a business administration degree from DeVry University; and |
---|
12 | 12 | | WHEREAS, In her professional career, Mrs. Chivers worked for |
---|
13 | 13 | | the Palestine Regional Medical Center, the Palestine school system, |
---|
14 | 14 | | and the City of Palestine; she retired from the U.S. Postal Service; |
---|
15 | 15 | | and |
---|
16 | 16 | | WHEREAS, Mrs. Chivers was in her 21st year on the Palestine |
---|
17 | 17 | | City Council at the time of her death; she represented District 3 |
---|
18 | 18 | | while serving as mayor pro tempore on the council; known for her |
---|
19 | 19 | | level-headed, thoughtful, and hands-on approach, she fielded phone |
---|
20 | 20 | | calls from residents, and once, following a storm, she drove |
---|
21 | 21 | | through neighborhoods, searching for downed lines and reporting |
---|
22 | 22 | | power outages; and |
---|
23 | 23 | | WHEREAS, Widely respected, Mrs. Chivers was actively |
---|
24 | 24 | | involved with the NAACP, and she also served on the boards of the |
---|
25 | 25 | | National Black Caucus of Local Elected Officials, the Texas |
---|
26 | 26 | | Association of Black City Council Members, the National League of |
---|
27 | 27 | | Cities, and the Texas Municipal League; she also lent her support to |
---|
28 | 28 | | Sisters United, Friends of the Library, Champions for Children, |
---|
29 | 29 | | Family Outreach, and the Birth Foundation; and |
---|
30 | 30 | | WHEREAS, A pillar of the Palestine community, Vickey Chivers |
---|
31 | 31 | | gave generously of her time and talents in behalf of her fellow |
---|
32 | 32 | | citizens, and she leaves behind a legacy that will resonate for many |
---|
33 | 33 | | years to come; now, therefore, be it |
---|
34 | 34 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
35 | 35 | | Legislature hereby pay tribute to the life of Vickey Lynn Chivers |
---|
36 | 36 | | and extend deepest condolences to all who mourn her passing; and, be |
---|
37 | 37 | | it further |

38 | 38 | | RESOLVED, That an official copy of this resolution be |

39 | 39 | | prepared for her family and that when the Texas House of |
---|
40 | 40 | | Representatives adjourns this day, it do so in memory of Vickey |
