5 | 5 | | WHEREAS, The Honorable William Edward Moody has served with |
---|
6 | 6 | | distinction as presiding judge of the 34th District Court in |
---|
7 | 7 | | El Paso County for 36 years; and |
---|
8 | 8 | | WHEREAS, Appointed in 1986 at the age of 36, Judge Bill Moody |
---|
9 | 9 | | was then one of the youngest judges on the bench; he has since been |
---|
10 | 10 | | elected nine times and now ranks as the longest-serving judge in the |
---|
11 | 11 | | history of El Paso; during his remarkable tenure, he has presided |
---|
12 | 12 | | over more than 800 felony and civil cases, including five capital |
---|
13 | 13 | | murder cases; he has also served as presiding judge for the 6th |
---|
14 | 14 | | Administrative Judicial Region of Texas and for the Council of |
---|
15 | 15 | | Judges of El Paso County; in 2001, he successfully led the fight to |
---|
16 | 16 | | increase juror pay in the county, and four years later, he was the |
---|
17 | 17 | | lead witness before the legislature in the successful effort to |
---|
18 | 18 | | raise juror pay across the state; he is the recipient of an |
---|
19 | 19 | | Outstanding Service Award from the American Board of Trial |
---|
20 | 20 | | Advocates; and |
---|
21 | 21 | | WHEREAS, Before taking the bench, Judge Moody held the |
---|
22 | 22 | | position of first assistant district attorney in El Paso; he was a |
---|
23 | 23 | | member of the Texas Ethics Commission for three years and further |
---|
24 | 24 | | distinguished himself as its vice chair; a veteran of the U.S. Army, |
---|
25 | 25 | | he holds a bachelor's degree with honors from The University of |
---|
26 | 26 | | Texas at El Paso and a law degree from Texas Tech University, and he |
---|
27 | 27 | | is currently working on a master's degree in history; and |
---|
28 | 28 | | WHEREAS, Judge Moody has served in leadership roles with many |
---|
29 | 29 | | civic organizations, among them the advisory boards of the El Paso |
---|
30 | 30 | | Boy Scouts, Yucca Council, and the El Paso Museum of History, and he |
---|
31 | 31 | | served three terms on the board of the El Paso County Historical |
---|
32 | 32 | | Society; currently, he is president of GiGi's Playhouse El Paso, |
---|
33 | 33 | | which offers programs for children and adults with Down syndrome; |
---|
34 | 34 | | he has been recognized for his community involvement by the El Paso |
---|
35 | 35 | | Hispanic Chamber of Commerce; and |
---|
36 | 36 | | WHEREAS, Over the course of his long and rewarding career, |
---|
37 | 37 | | Judge Moody has earned the respect and admiration of all who know |
---|
38 | 38 | | him, and it is indeed a privilege to join with residents of El Paso |
---|
39 | 39 | | County in honoring him for his outstanding public service; now, |
---|
40 | 40 | | therefore, be it |

41 | 41 | | RESOLVED, That the House of Representatives of the 88th Texas |

42 | 42 | | Legislature hereby honor Judge William Edward Moody for his service |
---|
43 | 43 | | to the 34th District Court in El Paso County and extend to him |

44 | 44 | | sincere best wishes for continued success; and, be it further |
