5 | 5 | | WHEREAS, A rich and purposeful life drew to a close with the |

6 | 6 | | passing of Richard Michael Hempel of Kosse on May 9, 2023, at the |
---|
7 | 7 | | age of 53; and |
---|
8 | 8 | | WHEREAS, Rick Hempel was born to Fred and Glynn Hempel on |
---|
9 | 9 | | September 19, 1969, and he grew up with the companionship of his |
---|
10 | 10 | | brother, Trevor, and sisters, Ashley, Carrie, and Mary Beth; during |
---|
11 | 11 | | his youth, he developed a deep admiration for first responders, and |
---|
12 | 12 | | he participated in the Lake Jackson Explorer Program; he went on to |
---|
13 | 13 | | enroll in the Alvin Police Academy, where he graduated in 1991; and |
---|
14 | 14 | | WHEREAS, Early in his career, Mr. Hempel worked at the Clute |
---|
15 | 15 | | and Bay City Police Departments; he later accepted a position as a |
---|
16 | 16 | | full-time firefighter with the Freeport Fire Department, and he |
---|
17 | 17 | | eventually became licensed as a nationally registered paramedic; he |
---|
18 | 18 | | subsequently joined the Oyster Creek Police Department, where he |
---|
19 | 19 | | rose through the ranks to become captain before his retirement in |
---|
20 | 20 | | 2020; during the COVID-19 pandemic, he served as a paramedic for a |
---|
21 | 21 | | COVID response unit, and he later worked at Limestone County EMS and |
---|
22 | 22 | | the Groesbeck Volunteer Fire Department; and |
---|
23 | 23 | | WHEREAS, In all his endeavors, Mr. Hempel enjoyed the love |
---|
24 | 24 | | and support of his wife, Kim, and he took great pride in his |
---|
25 | 25 | | children, Steven, Michael, and Ryan, and his grandchildren, Kannon |
---|
26 | 26 | | and Kendall; and |
---|
27 | 27 | | WHEREAS, Deeply devoted to his family and his community, Rick |
---|
28 | 28 | | Hempel made a meaningful difference in the lives of his loved ones |
---|
29 | 29 | | and fellow citizens alike, and although he will be deeply missed, |
---|
30 | 30 | | his contributions will be remembered for years to come; now, |
---|
31 | 31 | | therefore, be it |

32 | 32 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
33 | 33 | | Legislature hereby pay tribute to the memory of Richard Michael |
---|
34 | 34 | | Hempel and extend sincere condolences to the members of his family: |

35 | 35 | | to his wife, Kim Hempel; to his children, Steven Murff and his wife, |

36 | 36 | | Brook, Michael Hempel and his wife, Katelin, and Ryan Hempel and his |
