| 5 | 5 | | WHEREAS, Memories of a life filled with joyful times and |

| 6 | 6 | | meaningful accomplishments remain to comfort the family and friends |
|---|
| 7 | 7 | | of George Herman McGowan of Houston, who passed away on April 2, |
|---|
| 8 | 8 | | 2023, at the age of 93; and |
|---|
| 9 | 9 | | WHEREAS, The son of Samuel O. McGowan Sr. and Berniece |
|---|
| 10 | 10 | | Ninian, George McGowan was born in Houston on October 18, 1929, and |
|---|
| 11 | 11 | | he grew up in the Fifth Ward; he was a student at Phillis Wheatley |
|---|
| 12 | 12 | | High School in 1945, when he joined the U.S. Army and served for |
|---|
| 13 | 13 | | four months during World War II; he subsequently returned to |
|---|
| 14 | 14 | | Wheatley High, graduating with honors in 1947 and going on to attend |
|---|
| 15 | 15 | | Texas Southern University; in 1952, he rejoined the U.S. Army, |
|---|
| 16 | 16 | | served during the Korean War, and attained the rank of master |
|---|
| 17 | 17 | | sergeant; he concluded his service as a member of the U.S. Air Force |
|---|
| 18 | 18 | | Reserve; and |
|---|
| 19 | 19 | | WHEREAS, Mr. McGowan enjoyed a 33-year career with the U.S. |
|---|
| 20 | 20 | | Postal Service as a mail carrier; he was also a real estate |
|---|
| 21 | 21 | | developer, and he played an important role in the construction of 17 |
|---|
| 22 | 22 | | Fifth Ward properties and in the renovation of his church, Payne |
|---|
| 23 | 23 | | Chapel AME; he was honored with the mayoral proclamation of George |
|---|
| 24 | 24 | | Herman McGowan Day in Houston in February 2022; and |
|---|
| 25 | 25 | | WHEREAS, Mr. McGowan shared 55 years with his wife, Theresa, |
|---|
| 26 | 26 | | until her death in 2006; he was the devoted father of five children, |
|---|
| 27 | 27 | | Anthony, Theresa, Herman, Karen, and Nina, and he took tremendous |
|---|
| 28 | 28 | | pride in his many grandchildren; in his 90s, he garnered thousands |
|---|
| 29 | 29 | | of fans as sidekick "Paw Paw" to his grandson, Chef Kolby Kash, on |
|---|
| 30 | 30 | | social media, offering entertaining commentary about their |
|---|
| 31 | 31 | | culinary creations; and |
|---|
| 32 | 32 | | WHEREAS, Deeply dedicated to his family, his faith, and his |
|---|
| 33 | 33 | | community, George McGowan earned the lasting admiration and |
|---|
| 34 | 34 | | affection of all who were privileged to know him; now, therefore, be |
|---|
| 35 | 35 | | it |
|---|
| 36 | 36 | | RESOLVED, That the House of Representatives of the 88th Texas |
|---|
| 37 | 37 | | Legislature hereby pay tribute to the life of George Herman McGowan |
|---|
| 38 | 38 | | and extend heartfelt sympathy to the members of his family: to his |
|---|
| 39 | 39 | | siblings, Samuel McGowan, Carrie Blackwell, and Linda Lane; to his |
|---|
| 40 | 40 | | children, Anthony McGowan, Theresa Craft, Herman McGowan, Karen |
|---|
| 41 | 41 | | Chandler, and Nina Muoneke; to his 12 grandchildren, 12 |
|---|
| 42 | 42 | | great-grandchildren, and 2 great-great grandchildren; and to his |

| 43 | 43 | | many other relatives and friends; and, be it further |
