44 R E S O L U T I O N
55 WHEREAS, The passing of John W. Fainter Jr. of Austin on
66 August 29, 2020, at the age of 81, concluded a remarkable life of
77 service to his fellow Texans; and
88 WHEREAS, John Fainter was born to Ruth and John Wells Fainter
99 on April 20, 1939, in Pecos and was raised in Austin alongside his
1010 brother, Robert; a proud alumnus of Austin High School, he
1111 continued his education at The University of Texas at Austin, where
1212 he earned both a bachelor of arts degree and a law degree; and
1313 WHEREAS, Following his graduation, Mr. Fainter accepted a
1414 position as an investigator with the State Securities Board,
1515 embarking on a successful career in public service that would span
1616 more than half a century; he subsequently served as first assistant
1717 attorney general of Texas and as secretary of state, and he later
1818 became the chief of staff for Governor Ann Richards; he also worked
1919 with a regional investment firm and was president and CEO of the
2020 Association of Electric Companies of Texas; and
2121 WHEREAS, Mr. Fainter further benefited the State of Texas
2222 through his leadership roles with the Public Safety Commission, the
2323 Governor's Select Committee on Water Quality Standards for Colorado
2424 River, and various other committees; moreover, he served on
2525 numerous UT Austin boards and councils, earning the university's
2626 Distinguished Alumnus Award as well as honorary membership with the
2727 law school's Order of the Coif; admired for his keen insight and
2828 quiet confidence, he acted as a mentor and advisor to countless
2929 people through the years; and
3030 WHEREAS, In all his endeavors, Mr. Fainter drew strength from
3131 the rewarding marriage he shared with his wife, Susan, and he took
3232 great pride in his three children, John, Mary, and Jenny; with the
3333 passing years, he had the pleasure of seeing his family grow to
3434 include seven grandchildren, Riley, Ryan, Wells, Doug, William,
3535 Sarah, and Grace; and
3636 WHEREAS, A devoted family man and a dedicated public servant,
3737 John Fainter leaves behind a legacy of good works that will long
3838 resonate in the Lone Star State; now, therefore, be it
3939 RESOLVED, That the House of Representatives of the 88th Texas
4040 Legislature hereby pay tribute to the life of John W. Fainter Jr.
4141 and extend sincere condolences to all who mourn his passing; and, be
4242 it further
4343 RESOLVED, That an official copy of this resolution be
4444 prepared for his family and that when the Texas House of
4545 Representatives adjourns this day, it do so in memory of John
4646 Fainter.
