| 5 | 5 | | WHEREAS, A life made rich through meaningful service drew to |

| 6 | 6 | | a close with the passing of admired Pastor Louis Charles Sidney Sr. |
|---|
| 7 | 7 | | on May 13, 2023, at the age of 70; and |
|---|
| 8 | 8 | | WHEREAS, The son of Pastor Elijah J. Sidney and Burlee |
|---|
| 9 | 9 | | Sidney, Louis Sidney was born in Houston on July 21, 1952, and he |
|---|
| 10 | 10 | | grew up as the sixth of nine children; learning from his father, he |
|---|
| 11 | 11 | | was sustained by a strong faith from an early age; and |
|---|
| 12 | 12 | | WHEREAS, Pastor Sidney graduated from Conroe Normal and Real |
|---|
| 13 | 13 | | Bible Seminary with a degree in theology and went on to earn his |
|---|
| 14 | 14 | | doctorate in divinity from the Inter-Baptist Theological Center; in |
|---|
| 15 | 15 | | 1984, he was installed as pastor of St. Paul Missionary Baptist |
|---|
| 16 | 16 | | Church; he served the congregation with wisdom and compassion ever |
|---|
| 17 | 17 | | after, and he was known as a dynamic and inspiring speaker; and |
|---|
| 18 | 18 | | WHEREAS, Dedicated to helping anyone in need, Pastor Sidney |
|---|
| 19 | 19 | | fed the hungry and cared for those who were suffering; he reached |
|---|
| 20 | 20 | | out to the community and local schools in order to improve the lives |
|---|
| 21 | 21 | | of senior citizens and young people; the dean of the Progressive |
|---|
| 22 | 22 | | Peaceful Union District Association, he also worked closely with |
|---|
| 23 | 23 | | the Settegast Improvement Council; he served as a chaplain for the |
|---|
| 24 | 24 | | Houston Police Department and as president of the department's |
|---|
| 25 | 25 | | Northeast Multicultural Coalition; in addition, he was a member of |
|---|
| 26 | 26 | | Ministers Against Crime and the Ministers Coalition of Harris |
|---|
| 27 | 27 | | County and Vicinity; and |
|---|
| 28 | 28 | | WHEREAS, Pastor Sidney shared a fulfilling union of more than |
|---|
| 29 | 29 | | 30 years with the former Katie Taylor, and they were blessed with |
|---|
| 30 | 30 | | two sons and three daughters; following her passing, he was |
|---|
| 31 | 31 | | fortunate enough to find love a second time with the former Darlene |
|---|
| 32 | 32 | | Carson, with whom he enjoyed nearly two decades of marriage; |
|---|
| 33 | 33 | | through the years, he had the pleasure of welcoming many |
|---|
| 34 | 34 | | grandchildren into his family; and |
|---|
| 35 | 35 | | WHEREAS, Although Pastor Louis Sidney will be deeply missed |
|---|
| 36 | 36 | | by those he left behind, the passage of time will never diminish the |
|---|
| 37 | 37 | | joy, love, and kindness that he brought into the lives of all who |
|---|
| 38 | 38 | | knew him; now, therefore, be it |
|---|
| 39 | 39 | | RESOLVED, That the House of Representatives of the 88th Texas |
|---|
| 40 | 40 | | Legislature hereby pay tribute to the memory of Pastor Louis |
|---|
| 41 | 41 | | Charles Sidney Sr. and extend sincere condolences to all who mourn |

| 42 | 42 | | his passing; and, be it further |

| 43 | 43 | | RESOLVED, That an official copy of this resolution be |
