| 5 | 5 | | WHEREAS, María de la Paloma Villaseñor Vargas, the Mexican |

| 6 | 6 | | consul in Del Rio, is visiting the Texas Capitol on May 22, 2023, |

| 7 | 7 | | and this occasion provides a welcome opportunity to pay tribute to |
|---|
| 8 | 8 | | this honored guest; and |
|---|
| 9 | 9 | | WHEREAS, The consul in Del Rio since September 2020, |
|---|
| 10 | 10 | | Dr. Villaseñor Vargas previously served as the Mexican consul in |
|---|
| 11 | 11 | | Calgary, Canada, and she won three elections to the legislative |
|---|
| 12 | 12 | | assembly in Mexico, once at the state level and twice at the federal |
|---|
| 13 | 13 | | level; among her many accomplishments as a legislator is the |
|---|
| 14 | 14 | | unanimous approval of the general law for the care and protection of |
|---|
| 15 | 15 | | individuals with autism; and |
|---|
| 16 | 16 | | WHEREAS, Dr. Villaseñor Vargas has represented Mexico at |
|---|
| 17 | 17 | | numerous international summits, and she has raised awareness of |
|---|
| 18 | 18 | | women's issues as president of the Mexican chapter of the |
|---|
| 19 | 19 | | International Women's Forum and as a delegate to the Global Summit |
|---|
| 20 | 20 | | of Women; and |
|---|
| 21 | 21 | | WHEREAS, A native of Mexico City, Dr. Villaseñor Vargas |
|---|
| 22 | 22 | | speaks fluent Spanish, English, French, and Italian; she holds a |
|---|
| 23 | 23 | | bachelor's degree in communications from the Universidad |
|---|
| 24 | 24 | | Intercontinental, a master's degree in applied public management |
|---|
| 25 | 25 | | from Tecnológico de Monterrey, and a doctorate in innovation and |
|---|
| 26 | 26 | | social responsibility from the Universidad Anáhuac México; she has |
|---|
| 27 | 27 | | also completed numerous public and business management programs; |
|---|

| 29 | 29 | | WHEREAS, María Villaseñor Vargas has distinguished herself |

| 30 | 30 | | throughout her career in public service, and she is indeed |

| 31 | 31 | | deserving of recognition for her contributions as the Mexican |

| 32 | 32 | | consul in Del Rio; now, therefore, be it |

| 33 | 33 | | RESOLVED, That the House of Representatives of the 88th Texas |

| 34 | 34 | | Legislature hereby commend María de la Paloma Villaseñor Vargas for |

| 35 | 35 | | her service as the Mexican consul in Del Rio and extend to her |
