6 | 6 | | WHEREAS, The Honorable Sylvester Turner has served with great |
---|
7 | 7 | | distinction as the mayor of Houston, the nation's fourth-largest |
---|
8 | 8 | | city; and |
---|
9 | 9 | | WHEREAS, A longtime state representative, Mayor Turner was |
---|
10 | 10 | | first elected to lead his hometown in 2015 and won overwhelming |
---|
11 | 11 | | reelection four years later; he has skillfully managed a host of |
---|
12 | 12 | | challenges, from budget deficits and the homeless crisis to |
---|
13 | 13 | | Hurricane Harvey and the COVID-19 pandemic; during the national |
---|
14 | 14 | | turmoil over police-community relations, he signed an executive |
---|
15 | 15 | | order restricting the use of force and created the Task Force on |
---|
16 | 16 | | Policing Reforms; and |
---|
17 | 17 | | WHEREAS, Mayor Turner has passed seven balanced budgets |
---|
18 | 18 | | within the city's fiscal constraints; he oversaw a remarkable |
---|
19 | 19 | | rebound from Hurricane Harvey and got the Texas Legislature and |
---|
20 | 20 | | local voters on board with a desperately needed pension reform |
---|
21 | 21 | | package that reduced the city's liability by billions of dollars; |
---|
22 | 22 | | addressing societal problems in the wake of the pandemic, he |
---|
23 | 23 | | released his One Safe Houston initiative to combat violence, mental |
---|
24 | 24 | | illness, and the proliferation of guns on the street; the |
---|
25 | 25 | | initiative has helped bring about a decrease in the year-to-year |
---|
26 | 26 | | number of homicides and the overall violent crime rate; and |
---|
27 | 27 | | WHEREAS, Recognizing the peril that global warming poses to |
---|
28 | 28 | | coastal cities, Mayor Turner launched Houston's first Climate |
---|
29 | 29 | | Action Plan, and he has been a prominent member of several national |
---|
30 | 30 | | and international groups focused on the environment; moreover, he |
---|
31 | 31 | | has worked to revitalize Houston's most underserved neighborhoods |
---|
32 | 32 | | through his Complete Communities initiative, developed the Hire |
---|
33 | 33 | | Houston Youth program to increase opportunities for thousands of |
---|
34 | 34 | | young people, and formed public-private partnerships to expand the |
---|
35 | 35 | | city's technology and innovation sector and to improve neighborhood |
---|
36 | 36 | | parks; and |
---|
37 | 37 | | WHEREAS, Mayor Turner draws on 27 years of experience |

38 | 38 | | representing Texas House District 139; a member of the House |
---|
39 | 39 | | Appropriations Committee for over two decades, he was appointed to |

40 | 40 | | several Budget Conference Committees tasked with balancing the |
---|
41 | 41 | | state's budget and served on the Legislative Budget Board; he also |
---|
42 | 42 | | held the office of speaker pro tem of the Texas House for three |
---|
43 | 43 | | terms; and |
---|
44 | 44 | | WHEREAS, Demonstrating exceptional vision, leadership, and |
---|
45 | 45 | | fiscal acumen, Sylvester Turner has guided Houston through a period |
---|
46 | 46 | | of tremendous change while setting the stage for long-term progress |
---|
47 | 47 | | and sustainability, and his outstanding contributions will |
---|
48 | 48 | | resonate far into the future; now, therefore, be it |
---|
49 | 49 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
50 | 50 | | Legislature hereby honor former state representative Sylvester |
---|
51 | 51 | | Turner for his achievements as mayor of Houston and extend to him |
---|
52 | 52 | | sincere best wishes for continued success and happiness; and, be it |
