| 10 | 10 | | Texas at Mike A. Myers Stadium in Austin on May 12, Ms. Payne turned |

| 11 | 11 | | in an exceptional performance, claiming the state title in a |

| 12 | 12 | | blistering time of 41.96 seconds; in addition, she ran in the |

| 13 | 13 | | 100-meter sprint, finishing seventh; and |

| 14 | 14 | | WHEREAS, The daughter of former college track athletes, |

| 15 | 15 | | Ms. Payne is a sophomore at Carnegie Vanguard; she joined the Rhino |

| 16 | 16 | | track team as a freshman and went on to qualify for regionals in |

| 17 | 17 | | 2022; moreover, she has showcased her skills at the 2022 Nike |

| 18 | 18 | | Outdoor Nationals and the 2023 Clyde Littlefield Texas Relays; and |

| 19 | 19 | | WHEREAS, By excelling in the state's premier showcase for |

| 20 | 20 | | high school track and field athletes, this talented young Texan has |

| 21 | 21 | | ably represented her school and community, and she will cherish her |

| 22 | 22 | | memories of this outstanding accomplishment for years to come; now, |
