44 R E S O L U T I O N
55 WHEREAS, The Civil Air Patrol (CAP) and the Texas Wing have
66 rendered exceptional service to the citizens of this state; and
77 WHEREAS, CAP was founded on December 1, 1941, as a volunteer
88 organization to assist the United States military; assigned to the
99 War Department in 1943, it was designated by Congress as an official
1010 auxiliary to the U.S. Air Force five years later and tasked with
1111 providing emergency services, aerospace education, and cadet
1212 programs; and
1313 WHEREAS, For more than eight decades, CAP has conducted
1414 aerial and ground search, rescue, and disaster operations for
1515 federal and state governments as well as local communities; the
1616 agency has contributed thousands of flight hours in search of
1717 missing persons, and it has conducted relief missions for regions
1818 impacted by natural disasters and oil spills; in addition, CAP
1919 played a vital role in the national response to the COVID-19
2020 pandemic by distributing blood, test kits, vaccines, food, and
2121 other supplies; since September 11, 2001, it has completed a number
2222 of noncombatant homeland security and defense missions to ensure
2323 the safety of U.S. citizens and provide the air force and other key
2424 agencies with critical support and training; in 2015, CAP
2525 officially joined the Total Force of the U.S. Air Force; and
2626 WHEREAS, The Texas Wing of CAP contributes to the safety and
2727 welfare of all Texans by assisting state agencies, the Coast Guard,
2828 National Guard, Federal Emergency Management Agency, American Red
2929 Cross, and local first responders; today, the Texas Wing consists
3030 of nearly 1,800 senior members and over 2,200 cadet members; it also
3131 operates some 36 aircraft, 45 vehicles, and over 600 radio
3232 stations; and
3333 WHEREAS, The Texas Wing cadet program provides educational
3434 opportunities for youth, including character and leadership
3535 development initiatives, camping activities, emergency services
3636 training, and service and cyber defense competitions; moreover,
3737 CAP's volunteer pilots fly some 1,900 sorties each year,
3838 introducing numerous young Texans to aviation; the Texas Wing also
3939 supports teachers, students, and schools across the state through
4040 aerospace education programs, teacher orientation flights, and
4141 STEM kit initiatives; and
4242 WHEREAS, The dedicated volunteers of the Civil Air Patrol and
4343 the Texas Wing have worked tirelessly to aid and protect Texas
4444 residents in times of disaster, and they are to be commended for
4545 their many contributions; now, therefore, be it
4646 RESOLVED, That the House of Representatives of the 88th Texas
4747 Legislature hereby recognize the Civil Air Patrol and the Texas
4848 Wing for their service to the citizens of this state and extend to
4949 all those affiliated with the organizations sincere best wishes for
5050 the future.
