5 | 5 | | WHEREAS, The Civil Air Patrol (CAP) and the Texas Wing have |
---|
6 | 6 | | rendered exceptional service to the citizens of this state; and |
---|
7 | 7 | | WHEREAS, CAP was founded on December 1, 1941, as a volunteer |
---|
8 | 8 | | organization to assist the United States military; assigned to the |
---|
9 | 9 | | War Department in 1943, it was designated by Congress as an official |
---|
10 | 10 | | auxiliary to the U.S. Air Force five years later and tasked with |
---|
11 | 11 | | providing emergency services, aerospace education, and cadet |
---|
12 | 12 | | programs; and |
---|
13 | 13 | | WHEREAS, For more than eight decades, CAP has conducted |
---|
14 | 14 | | aerial and ground search, rescue, and disaster operations for |
---|
15 | 15 | | federal and state governments as well as local communities; the |
---|
16 | 16 | | agency has contributed thousands of flight hours in search of |
---|
17 | 17 | | missing persons, and it has conducted relief missions for regions |
---|
18 | 18 | | impacted by natural disasters and oil spills; in addition, CAP |
---|
19 | 19 | | played a vital role in the national response to the COVID-19 |
---|
20 | 20 | | pandemic by distributing blood, test kits, vaccines, food, and |
---|
21 | 21 | | other supplies; since September 11, 2001, it has completed a number |
---|
22 | 22 | | of noncombatant homeland security and defense missions to ensure |
---|
23 | 23 | | the safety of U.S. citizens and provide the air force and other key |
---|
24 | 24 | | agencies with critical support and training; in 2015, CAP |
---|
25 | 25 | | officially joined the Total Force of the U.S. Air Force; and |
---|
26 | 26 | | WHEREAS, The Texas Wing of CAP contributes to the safety and |
---|
27 | 27 | | welfare of all Texans by assisting state agencies, the Coast Guard, |
---|
28 | 28 | | National Guard, Federal Emergency Management Agency, American Red |
---|
29 | 29 | | Cross, and local first responders; today, the Texas Wing consists |
---|
30 | 30 | | of nearly 1,800 senior members and over 2,200 cadet members; it also |
---|
31 | 31 | | operates some 36 aircraft, 45 vehicles, and over 600 radio |
---|
32 | 32 | | stations; and |
---|
33 | 33 | | WHEREAS, The Texas Wing cadet program provides educational |
---|
34 | 34 | | opportunities for youth, including character and leadership |
---|
35 | 35 | | development initiatives, camping activities, emergency services |
---|
36 | 36 | | training, and service and cyber defense competitions; moreover, |
---|
37 | 37 | | CAP's volunteer pilots fly some 1,900 sorties each year, |
---|
38 | 38 | | introducing numerous young Texans to aviation; the Texas Wing also |
---|
39 | 39 | | supports teachers, students, and schools across the state through |
---|
40 | 40 | | aerospace education programs, teacher orientation flights, and |
---|
41 | 41 | | STEM kit initiatives; and |
---|
42 | 42 | | WHEREAS, The dedicated volunteers of the Civil Air Patrol and |
---|
43 | 43 | | the Texas Wing have worked tirelessly to aid and protect Texas |
---|
44 | 44 | | residents in times of disaster, and they are to be commended for |
---|
45 | 45 | | their many contributions; now, therefore, be it |
---|
46 | 46 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
47 | 47 | | Legislature hereby recognize the Civil Air Patrol and the Texas |
---|
48 | 48 | | Wing for their service to the citizens of this state and extend to |
---|
49 | 49 | | all those affiliated with the organizations sincere best wishes for |
---|
50 | 50 | | the future. |
