| 5 | 5 | | WHEREAS, Captain Gualberto Torres retired from the Harlingen |

| 6 | 6 | | Fire Department on May 19, 2023, drawing to a close a remarkable |

| 7 | 7 | | career with the city that spanned nearly half a century; and |
|---|
| 8 | 8 | | WHEREAS, Over the course of his tenure, Captain Torres has |
|---|
| 9 | 9 | | served the citizens of Harlingen with unwavering dedication and |
|---|
| 10 | 10 | | selflessness and a deep commitment to public safety; he has |
|---|
| 11 | 11 | | demonstrated exceptional bravery and professionalism while |
|---|
| 12 | 12 | | responding to countless emergencies and working tirelessly to |
|---|
| 13 | 13 | | protect and save lives, and in so doing, he has set an inspiring |
|---|
| 14 | 14 | | example of public service for his colleagues; and |
|---|
| 15 | 15 | | WHEREAS, Captain Torres has been instrumental in shaping the |
|---|
| 16 | 16 | | Harlingen Fire Department into a highly respected and efficient |
|---|
| 17 | 17 | | emergency response organization; in addition, his focus on training |
|---|
| 18 | 18 | | and mentoring young recruits has helped the department continuously |
|---|
| 19 | 19 | | maintain high standards of excellence; and |
|---|
| 20 | 20 | | WHEREAS, Beyond his achievements as a fire service |
|---|
| 21 | 21 | | professional, Captain Torres has been an active and engaged member |
|---|
| 22 | 22 | | of the community; his compassion and commitment to service have |
|---|
| 23 | 23 | | extended far beyond the call of duty, and he has been a role model, a |
|---|
| 24 | 24 | | trusted resource, and a source of support for innumerable |
|---|
| 25 | 25 | | individuals in times of crisis; and |
|---|
| 26 | 26 | | WHEREAS, Although his retirement marks the end of an era for |
|---|
| 27 | 27 | | the Harlingen Fire Department, Captain Gualberto Torres has made an |
|---|
| 28 | 28 | | indelible impact on the community and on the firefighters who will |
|---|
| 29 | 29 | | continue to carry on the department's mission, and his |
|---|
| 30 | 30 | | contributions will be remembered and admired for many years to |
|---|
| 31 | 31 | | come; now, therefore, be it |

| 32 | 32 | | RESOLVED, That the House of Representatives of the 88th Texas |
|---|
| 33 | 33 | | Legislature hereby congratulate Captain Gualberto Torres on his |
|---|
| 34 | 34 | | retirement from the Harlingen Fire Department and extend to him |
|---|
| 35 | 35 | | profound gratitude for his unfaltering commitment to protecting the |

| 36 | 36 | | lives and property of the people of Harlingen; and, be it further |
