| 5 | 5 | | WHEREAS, Over the course of this 140-day regular session, the |

| 6 | 6 | | staff of the Texas Legislative Council has worked diligently to |

| 7 | 7 | | meet the needs of the legislature; and |
|---|
| 8 | 8 | | WHEREAS, The council is led by executive director Jeff |
|---|
| 9 | 9 | | Archer, who draws on more than 40 years of experience with the |
|---|
| 10 | 10 | | agency; he is relied on throughout the Capitol community for his |
|---|
| 11 | 11 | | expertise in a broad range of subject areas, and through the |
|---|
| 12 | 12 | | decades, he has worked thousands of late night and early morning |
|---|
| 13 | 13 | | hours to provide steadfast support to legislators, legislative |
|---|
| 14 | 14 | | staff, and council employees; and |
|---|
| 15 | 15 | | WHEREAS, The agency's leadership team also includes |
|---|
| 16 | 16 | | assistant executive director Kimberly Shields and general counsel |
|---|
| 17 | 17 | | Jon Heining, who help coordinate the operation of the five TLC |
|---|
| 18 | 18 | | divisions--information systems, legal, research, document |
|---|
| 19 | 19 | | production, and administration--each of which specializes in |
|---|
| 20 | 20 | | specific areas of support; and |
|---|
| 21 | 21 | | WHEREAS, Guided by division director Joe Diana, the council's |
|---|
| 22 | 22 | | information systems division provides a range of computer-related |
|---|
| 23 | 23 | | services to the legislative branch of state government; in addition |
|---|
| 24 | 24 | | to equipping member offices with PCs, iPads, printers, and |
|---|
| 25 | 25 | | software, the division maintains the network infrastructure for the |
|---|
| 26 | 26 | | Capitol community, develops applications, and offers comprehensive |
|---|
| 27 | 27 | | training and assistance in technical matters, lending its expertise |
|---|
| 28 | 28 | | through a variety of channels; and |
|---|
| 29 | 29 | | WHEREAS, Under the leadership of division director Mike |
|---|
| 30 | 30 | | Marshall, the attorneys, legal assistants, editors, and support |
|---|
| 31 | 31 | | staff of the legal division help to craft proposed bills and |
|---|
| 32 | 32 | | constitutional amendments, substitutes, amendments, conference |
|---|
| 33 | 33 | | committee reports, and miscellaneous drafts and provide legal |
|---|
| 34 | 34 | | advice and analysis on request; the division's legal editing team |
|---|
| 35 | 35 | | also performs a dual role by carrying out the engrossing and |
|---|
| 36 | 36 | | enrolling duties for the House; and |
|---|
| 37 | 37 | | WHEREAS, The research division, led by division director |
|---|
| 38 | 38 | | Karen White, is composed of the redistricting & data, policy |
|---|
| 39 | 39 | | research & bill analysis, research editing & special projects, and |
|---|
| 40 | 40 | | resolutions & publications sections; during the session, division |
|---|
| 41 | 41 | | staff produce numerous bill analyses for House committees, |
|---|
| 42 | 42 | | resolutions and certificates, and side-by-side analyses; moreover, |
|---|
| 43 | 43 | | they support the redistricting process, provide mapping and |
|---|
| 44 | 44 | | statistical services, and maintain Capweb, Texas Redistricting, |
|---|
| 45 | 45 | | and other useful websites; and |
|---|
| 46 | 46 | | WHEREAS, Contributing to the council's efforts to serve the |
|---|
| 47 | 47 | | legislature are the members of the TLC document production staff; |
|---|
| 48 | 48 | | division director Janet Sullivan manages sections that handle data |
|---|
| 49 | 49 | | transcription, proofreading, printing, and document processing & |
|---|
| 50 | 50 | | delivery; over the course of the session, the division produces and |
|---|
| 51 | 51 | | distributes thousands of drafts, House official printings, and |
|---|
| 52 | 52 | | other documents; and |
|---|
| 53 | 53 | | WHEREAS, The council's diverse responsibilities are |
|---|
| 54 | 54 | | supported by the staff of the administration division, who keep the |
|---|
| 55 | 55 | | other divisions running smoothly through their efforts in the areas |
|---|
| 56 | 56 | | of human resources, accounting and purchasing, and assurance |
|---|

| 58 | 58 | | WHEREAS, Council staff bring to their duties precision, |
|---|
| 59 | 59 | | creativity, knowledge, and technical expertise, serving the |
|---|
| 60 | 60 | | legislature and the citizens of this state with stamina and |
|---|
| 61 | 61 | | resilience as they meet the myriad challenges of a legislative |
|---|

| 63 | 63 | | RESOLVED, That the House of Representatives of the 88th Texas |
