5 | 5 | | WHEREAS, A life made rich through meaningful service drew to |

6 | 6 | | a close with the passing of Samuel Loyd Neal Jr. of Corpus Christi |
---|
7 | 7 | | on July 30, 2022, at the age of 85; and |
---|
8 | 8 | | WHEREAS, A native of Paris, Texas, Loyd Neal was born on |
---|
9 | 9 | | June 22, 1937; he married his high school sweetheart, Thetis, in |
---|
10 | 10 | | 1959, and the couple shared a rewarding union that spanned 63 years; |
---|
11 | 11 | | he took great pride in his two children, Ann and Samuel, and his |
---|
12 | 12 | | seven grandchildren, Kendall, Leyton, Logan, Krista, Samuel, |
---|
13 | 13 | | Sterling, and Savannah, and two great-grandchildren, Penelope and |
---|
14 | 14 | | Dorothy Neal; a man of faith, he was a congregant of St. John's |
---|
15 | 15 | | United Methodist Church and later First United Methodist Church; |
---|
16 | 16 | | and |
---|
17 | 17 | | WHEREAS, Mr. Neal was a member of the Corps of Cadets at Texas |
---|
18 | 18 | | A&M University, where he received a bachelor's degree in 1959, and |
---|
19 | 19 | | he later earned a master's degree from Texas A&I University; a |
---|
20 | 20 | | graduate of the U.S. Army War College and the Command and General |
---|
21 | 21 | | Staff College, he served in the army for more than three decades |
---|
22 | 22 | | before retiring at the rank of colonel in 1989; he was eventually |
---|
23 | 23 | | inducted into the Texas A&M Corps of Cadets Hall of Honor and named |
---|
24 | 24 | | a distinguished alumnus by Texas A&M; and |
---|
25 | 25 | | WHEREAS, In civilian life, Mr. Neal enjoyed a long and |
---|
26 | 26 | | successful career in insurance in Corpus Christi; he worked for |
---|
27 | 27 | | Aetna before joining W. L. Dinn and Company, where he rose to become |
---|
28 | 28 | | president, and he subsequently became president of Hilb, Rogal & |
---|
29 | 29 | | Hobbs Corpus Christi and executive vice president of HRH Texas; he |
---|
30 | 30 | | retired in 1997; and |
---|
31 | 31 | | WHEREAS, Deeply dedicated to his fellow citizens, Mr. Neal |
---|
32 | 32 | | served for four terms as mayor of Corpus Christi and was elected to |
---|
33 | 33 | | three terms as a county judge; along the way, he was appointed by |
---|
34 | 34 | | Governor George W. Bush to the Texas Strategic Military Planning |
---|
35 | 35 | | Commission and by Governor Rick Perry to the Texas Military |
---|
36 | 36 | | Preparedness Commission; in addition, he gave generously of his |
---|
37 | 37 | | time and talents to a host of organizations, including the Texas |
---|
38 | 38 | | Municipal League, the Corpus Christi Rotary Club, the South Texas |
---|
39 | 39 | | Military Facilities Task Force, the Corpus Christi Regional |
---|
40 | 40 | | Economic Development Corporation, the United Corpus Christi |
---|
41 | 41 | | Chamber of Commerce, the Art Museum of South Texas, and the |
---|
42 | 42 | | Driscoll's Children's Hospital; and |
---|
43 | 43 | | WHEREAS, A devoted family man, a respected community leader, |
---|
44 | 44 | | and a proud veteran and Aggie, Loyd Neal lived a full and generous |
---|
45 | 45 | | life, and his contributions will long be remembered; now, |
---|
46 | 46 | | therefore, be it |
---|
47 | 47 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
48 | 48 | | Legislature hereby pay tribute to the memory of Samuel Loyd |
---|
49 | 49 | | Neal Jr. and extend heartfelt sympathy to his family and many |
---|
50 | 50 | | friends; and, be it further |
---|
51 | 51 | | RESOLVED, That an official copy of this resolution be |
---|
52 | 52 | | prepared for his family and that when the Texas House of |
---|
53 | 53 | | Representatives adjourns this day, it do so in memory of Loyd Neal. |
