44 R E S O L U T I O N
55 WHEREAS, A life made rich through meaningful service drew to
66 a close with the passing of Samuel Loyd Neal Jr. of Corpus Christi
77 on July 30, 2022, at the age of 85; and
88 WHEREAS, A native of Paris, Texas, Loyd Neal was born on
99 June 22, 1937; he married his high school sweetheart, Thetis, in
1010 1959, and the couple shared a rewarding union that spanned 63 years;
1111 he took great pride in his two children, Ann and Samuel, and his
1212 seven grandchildren, Kendall, Leyton, Logan, Krista, Samuel,
1313 Sterling, and Savannah, and two great-grandchildren, Penelope and
1414 Dorothy Neal; a man of faith, he was a congregant of St. John's
1515 United Methodist Church and later First United Methodist Church;
1616 and
1717 WHEREAS, Mr. Neal was a member of the Corps of Cadets at Texas
1818 A&M University, where he received a bachelor's degree in 1959, and
1919 he later earned a master's degree from Texas A&I University; a
2020 graduate of the U.S. Army War College and the Command and General
2121 Staff College, he served in the army for more than three decades
2222 before retiring at the rank of colonel in 1989; he was eventually
2323 inducted into the Texas A&M Corps of Cadets Hall of Honor and named
2424 a distinguished alumnus by Texas A&M; and
2525 WHEREAS, In civilian life, Mr. Neal enjoyed a long and
2626 successful career in insurance in Corpus Christi; he worked for
2727 Aetna before joining W. L. Dinn and Company, where he rose to become
2828 president, and he subsequently became president of Hilb, Rogal &
2929 Hobbs Corpus Christi and executive vice president of HRH Texas; he
3030 retired in 1997; and
3131 WHEREAS, Deeply dedicated to his fellow citizens, Mr. Neal
3232 served for four terms as mayor of Corpus Christi and was elected to
3333 three terms as a county judge; along the way, he was appointed by
3434 Governor George W. Bush to the Texas Strategic Military Planning
3535 Commission and by Governor Rick Perry to the Texas Military
3636 Preparedness Commission; in addition, he gave generously of his
3737 time and talents to a host of organizations, including the Texas
3838 Municipal League, the Corpus Christi Rotary Club, the South Texas
3939 Military Facilities Task Force, the Corpus Christi Regional
4040 Economic Development Corporation, the United Corpus Christi
4141 Chamber of Commerce, the Art Museum of South Texas, and the
4242 Driscoll's Children's Hospital; and
4343 WHEREAS, A devoted family man, a respected community leader,
4444 and a proud veteran and Aggie, Loyd Neal lived a full and generous
4545 life, and his contributions will long be remembered; now,
4646 therefore, be it
4747 RESOLVED, That the House of Representatives of the 88th Texas
4848 Legislature hereby pay tribute to the memory of Samuel Loyd
4949 Neal Jr. and extend heartfelt sympathy to his family and many
5050 friends; and, be it further
5151 RESOLVED, That an official copy of this resolution be
5252 prepared for his family and that when the Texas House of
5353 Representatives adjourns this day, it do so in memory of Loyd Neal.
