5 | 5 | | WHEREAS, Norris Batiste Jr. rendered exceptional service to |

6 | 6 | | the community at large during his tenure as U.S. marshal for the |
---|
7 | 7 | | Eastern District of Texas; and |
---|
8 | 8 | | WHEREAS, In June 1994, Norris Batiste was nominated by |
---|
9 | 9 | | President Bill Clinton as the U.S. marshal for the Eastern District |
---|
10 | 10 | | of Texas; confirmed by the United States Senate later that year, |
---|
11 | 11 | | Mr. Batiste became the first African American to serve as |
---|
12 | 12 | | U.S. marshal for the Eastern District and only the second Black |
---|
13 | 13 | | individual to hold the title in the Lone Star State; and |
---|
14 | 14 | | WHEREAS, A longtime community leader, Mr. Batiste is a past |
---|
15 | 15 | | president of the Golden Triangle Coalition of Black Democrats and |
---|
16 | 16 | | has chaired the group's political action committee; he is also a |
---|
17 | 17 | | valued parishioner of Our Mother of Mercy Catholic Church, where he |
---|
18 | 18 | | has served as president of the parish council and of the Parent |
---|
19 | 19 | | Teacher Organization of the church's school; additionally, he was |
---|
20 | 20 | | PTA president for Ozen High School, and he lent his time and |
---|
21 | 21 | | expertise to the L. L. Melton YMCA Board of Directors; and |
---|
22 | 22 | | WHEREAS, A proud military veteran, Mr. Batiste served with |
---|
23 | 23 | | the U.S. Army Signal Intelligence Service as a member of the 101st |
---|
24 | 24 | | Airborne Division during the Vietnam War; he went on to distinguish |
---|
25 | 25 | | himself during his civilian career with Exxon Gas System, Inc., |
---|
26 | 26 | | where he oversaw the company's safety and environmental efforts and |
---|
27 | 27 | | the daily operation of hundreds of miles of pipeline; he holds an |
---|
28 | 28 | | associate's degree and a bachelor's degree from Lamar University; |
---|
29 | 29 | | and |
---|
30 | 30 | | WHEREAS, Norris Batiste exemplified the highest ideals of the |
---|
31 | 31 | | United States Marshals Service over the course of his tenure in the |
---|
32 | 32 | | Eastern District of Texas, and it is indeed a pleasure to join in |
---|
33 | 33 | | recognizing him for his contributions to the safety, protection, |
---|
34 | 34 | | and welfare of his fellow citizens; now, therefore, be it |
---|
35 | 35 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
36 | 36 | | Legislature hereby commend Norris Batiste Jr. for his dedicated |
---|
37 | 37 | | service as U.S. marshal for the Eastern District of Texas and extend |
---|
38 | 38 | | to him sincere best wishes for continued success and happiness in |
---|
39 | 39 | | all his endeavors; and, be it further |
