44 R E S O L U T I O N
55 WHEREAS, Norris Batiste Jr. rendered exceptional service to
66 the community at large during his tenure as U.S. marshal for the
77 Eastern District of Texas; and
88 WHEREAS, In June 1994, Norris Batiste was nominated by
99 President Bill Clinton as the U.S. marshal for the Eastern District
1010 of Texas; confirmed by the United States Senate later that year,
1111 Mr. Batiste became the first African American to serve as
1212 U.S. marshal for the Eastern District and only the second Black
1313 individual to hold the title in the Lone Star State; and
1414 WHEREAS, A longtime community leader, Mr. Batiste is a past
1515 president of the Golden Triangle Coalition of Black Democrats and
1616 has chaired the group's political action committee; he is also a
1717 valued parishioner of Our Mother of Mercy Catholic Church, where he
1818 has served as president of the parish council and of the Parent
1919 Teacher Organization of the church's school; additionally, he was
2020 PTA president for Ozen High School, and he lent his time and
2121 expertise to the L. L. Melton YMCA Board of Directors; and
2222 WHEREAS, A proud military veteran, Mr. Batiste served with
2323 the U.S. Army Signal Intelligence Service as a member of the 101st
2424 Airborne Division during the Vietnam War; he went on to distinguish
2525 himself during his civilian career with Exxon Gas System, Inc.,
2626 where he oversaw the company's safety and environmental efforts and
2727 the daily operation of hundreds of miles of pipeline; he holds an
2828 associate's degree and a bachelor's degree from Lamar University;
2929 and
3030 WHEREAS, Norris Batiste exemplified the highest ideals of the
3131 United States Marshals Service over the course of his tenure in the
3232 Eastern District of Texas, and it is indeed a pleasure to join in
3333 recognizing him for his contributions to the safety, protection,
3434 and welfare of his fellow citizens; now, therefore, be it
3535 RESOLVED, That the House of Representatives of the 88th Texas
3636 Legislature hereby commend Norris Batiste Jr. for his dedicated
3737 service as U.S. marshal for the Eastern District of Texas and extend
3838 to him sincere best wishes for continued success and happiness in
3939 all his endeavors; and, be it further
4040 RESOLVED, That an official copy of this resolution be
4141 prepared for Mr. Batiste as an expression of high regard by the
4242 Texas House of Representatives.
