55 WHEREAS, A life made rich through meaningful service drew to
66 a close with the passing of retired U.S. Army Lieutenant Colonel
77 Paul Peter Mendes of The Woodlands on August 21, 2019, at the age of
88 75; and
99 WHEREAS, The son of Vincent Joseph Mendes and Kathleen
1010 Kavookjian Mendes, Paul Mendes was born in New York City on May 9,
1111 1944, and he grew up in Highlands, New Jersey, with the
1212 companionship of his brothers, Haik, Thomas, and Vincent; he earned
1313 a bachelor's degree in photoengraving with a minor in photography
1414 from Sam Houston State University, where he joined the Reserve
1515 Officers' Training Corps, and he later completed a master's degree
1616 in public service administration; and
1717 WHEREAS, Answering his nation's call to duty, Colonel Mendes
1818 began his career in the U.S. Army as a commissioned officer, and he
1919 served three tours in Vietnam with the 5th Special Forces Group
2020 (Airborne) Green Berets; after the fall of Saigon, he volunteered
2121 to join the Joint Casualty Resolution Center, and he later worked in
2222 military intelligence and served in assignments around the globe;
2323 he ultimately attained the rank of lieutenant colonel, and he
2424 served as headquarters commandant at Fort Lewis before his
2525 retirement in 1993; and
2626 WHEREAS, Colonel Mendes received numerous military honors,
2727 including four Bronze Stars with citations for valor, a Meritorious
2828 Service Medal, an Air Medal, three Overseas Service Medals, four
2929 Army Commendation Medals, the Humanitarian Service Medal, and two
3030 National Defense Service Medals; and
3131 WHEREAS, Returning to civilian life, Colonel Mendes worked in
3232 city management, and he distinguished himself in his role as city
3333 administrator of Magnolia; in all his endeavors, he enjoyed the
3434 love and support of his wife, Charlotte, and he took great pride in
3535 their two children, Laura and Paul; over the years, his treasured
3636 family grew to include two granddaughters, Kaeley and Hannah; and
3737 WHEREAS, Colonel Mendes's legacy of service is being
3838 recognized through efforts to rename a portion of State Highway 249
3939 in Montgomery County as the Paul P. Mendes Memorial Parkway; and
4040 WHEREAS, Deeply dedicated to his family, his country, and his
4141 community, Paul Mendes will forever be a source of inspiration to
4242 those he leaves behind; now, therefore, be it
4343 RESOLVED, That the House of Representatives of the 88th Texas
4444 Legislature hereby pay tribute to the life of Lieutenant Colonel
4545 (Ret.) Paul Peter Mendes and extend sincere condolences to all who
4646 mourn his passing; and, be it further
4747 RESOLVED, That an official copy of this resolution be
4848 prepared for his family and that when the Texas House of
4949 Representatives adjourns this day, it do so in memory of Paul
5050 Mendes.
