5 | 5 | | WHEREAS, A life made rich through meaningful service drew to |

6 | 6 | | a close with the passing of retired U.S. Army Lieutenant Colonel |

7 | 7 | | Paul Peter Mendes of The Woodlands on August 21, 2019, at the age of |

8 | 8 | | 75; and |
---|
9 | 9 | | WHEREAS, The son of Vincent Joseph Mendes and Kathleen |
---|
10 | 10 | | Kavookjian Mendes, Paul Mendes was born in New York City on May 9, |
---|
11 | 11 | | 1944, and he grew up in Highlands, New Jersey, with the |
---|
12 | 12 | | companionship of his brothers, Haik, Thomas, and Vincent; he earned |
---|
13 | 13 | | a bachelor's degree in photoengraving with a minor in photography |
---|
14 | 14 | | from Sam Houston State University, where he joined the Reserve |
---|
15 | 15 | | Officers' Training Corps, and he later completed a master's degree |
---|
16 | 16 | | in public service administration; and |
---|
17 | 17 | | WHEREAS, Answering his nation's call to duty, Colonel Mendes |
---|
18 | 18 | | began his career in the U.S. Army as a commissioned officer, and he |
---|
19 | 19 | | served three tours in Vietnam with the 5th Special Forces Group |
---|
20 | 20 | | (Airborne) Green Berets; after the fall of Saigon, he volunteered |
---|
21 | 21 | | to join the Joint Casualty Resolution Center, and he later worked in |
---|
22 | 22 | | military intelligence and served in assignments around the globe; |
---|
23 | 23 | | he ultimately attained the rank of lieutenant colonel, and he |
---|
24 | 24 | | served as headquarters commandant at Fort Lewis before his |
---|
25 | 25 | | retirement in 1993; and |
---|
26 | 26 | | WHEREAS, Colonel Mendes received numerous military honors, |
---|
27 | 27 | | including four Bronze Stars with citations for valor, a Meritorious |
---|
28 | 28 | | Service Medal, an Air Medal, three Overseas Service Medals, four |
---|
29 | 29 | | Army Commendation Medals, the Humanitarian Service Medal, and two |
---|
30 | 30 | | National Defense Service Medals; and |
---|
31 | 31 | | WHEREAS, Returning to civilian life, Colonel Mendes worked in |
---|
32 | 32 | | city management, and he distinguished himself in his role as city |
---|
33 | 33 | | administrator of Magnolia; in all his endeavors, he enjoyed the |
---|
34 | 34 | | love and support of his wife, Charlotte, and he took great pride in |
---|
35 | 35 | | their two children, Laura and Paul; over the years, his treasured |
---|
36 | 36 | | family grew to include two granddaughters, Kaeley and Hannah; and |
---|
37 | 37 | | WHEREAS, Colonel Mendes's legacy of service is being |
---|
38 | 38 | | recognized through efforts to rename a portion of State Highway 249 |
---|
39 | 39 | | in Montgomery County as the Paul P. Mendes Memorial Parkway; and |
---|
40 | 40 | | WHEREAS, Deeply dedicated to his family, his country, and his |
---|
41 | 41 | | community, Paul Mendes will forever be a source of inspiration to |
---|
42 | 42 | | those he leaves behind; now, therefore, be it |
---|
43 | 43 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
44 | 44 | | Legislature hereby pay tribute to the life of Lieutenant Colonel |
---|
45 | 45 | | (Ret.) Paul Peter Mendes and extend sincere condolences to all who |
---|
46 | 46 | | mourn his passing; and, be it further |
---|
47 | 47 | | RESOLVED, That an official copy of this resolution be |
---|
48 | 48 | | prepared for his family and that when the Texas House of |
---|
49 | 49 | | Representatives adjourns this day, it do so in memory of Paul |
