44 R E S O L U T I O N
55 WHEREAS, William H. Lindley is retiring as Highland Park town
66 administrator on May 26, 2023, drawing to a close a distinguished
77 career in municipal government that has spanned more than four
88 decades; and
99 WHEREAS, Over the course of his 15 years as town
1010 administrator, Bill Lindley has played an instrumental role in
1111 assisting the town council in implementing a 10-year operating and
1212 capital budget; he was integral to the renovation of the town's
1313 parks and town hall, as well as improvements to the roads and
1414 utility systems; during his tenure, he has ably guided Highland
1515 Park through many difficult challenges, including the West Nile
1616 virus outbreak, Winter Storm Uri, and the COVID-19 pandemic; and
1717 WHEREAS, Mr. Lindley holds a bachelor's degree and has
1818 completed coursework toward a master's degree in public
1919 administration, and he received continuing education certification
2020 in public management and mediation; prior to joining the Highland
2121 Park staff, he held several senior leadership positions with local
2222 governments in Gladewater, Rusk, Cedar Hill, DeSoto, and
2323 Colleyville, which was the recipient of the 2006 Municipal
2424 Excellence Award from the Texas Municipal League while he was city
2525 manager; he has been honored with the Jay Sansom Mentor Award from
2626 the North Texas City Management Association and the Mentoring Award
2727 in Memory of Gary Gwyn from the Texas City Management Association;
2828 and
2929 WHEREAS, Through his skill and dedication, Bill Lindley has
3030 greatly benefited the Highland Park community, and he may reflect
3131 with pride on his many contributions as he begins the next exciting
3232 chapter of his life; now, therefore, be it
3333 RESOLVED, That the House of Representatives of the 88th Texas
3434 Legislature hereby congratulate William H. Lindley on his
3535 retirement as Highland Park town administrator and extend to him
3636 sincere best wishes for the future; and, be it further
3737 RESOLVED, That an official copy of this resolution be
3838 prepared for Mr. Lindley as an expression of high regard by the
3939 Texas House of Representatives.
