5 | 5 | | WHEREAS, Residents of Mesquite are gathering together on |

6 | 6 | | June 18, 2023, for the city's fourth annual Juneteenth celebration; |
---|
7 | 7 | | and |
---|
8 | 8 | | WHEREAS, The oldest known observance commemorating the end of |
---|
9 | 9 | | slavery in the United States, Juneteenth specifically celebrates |
---|
10 | 10 | | the emancipation of African American slaves in Texas; and |
---|
11 | 11 | | WHEREAS, On June 19, 1865, Union Major General Gordon Granger |
---|
12 | 12 | | arrived in Galveston with federal troops to provide military |
---|
13 | 13 | | support for Reconstruction efforts and to enforce President Abraham |
---|
14 | 14 | | Lincoln's Emancipation Proclamation; that same day, General |
---|
15 | 15 | | Granger read publicly his General Order No. 3, which proclaimed |
---|
16 | 16 | | that all slaves were undeniably free from that date onward and that |
---|
17 | 17 | | there would be "an absolute equality of rights and rights of |
---|
18 | 18 | | property between former masters and slaves"; and |
---|
19 | 19 | | WHEREAS, Held on June 19 of each year, the commemoration of |
---|
20 | 20 | | this momentous event became known as "Juneteenth," and celebrations |
---|
21 | 21 | | grew over the decades to encompass recitations of the Emancipation |
---|
22 | 22 | | Proclamation, readings by notable people, and such festive |
---|
23 | 23 | | activities as singing, parades, rodeos, street fairs, and cookouts; |
---|
24 | 24 | | the celebration in Mesquite, which is being organized by Mesquite |
---|
25 | 25 | | Tri-East NAACP, will include vendors, food and drink, and |
---|
26 | 26 | | children's activities; in addition, the event will feature a live |
---|
27 | 27 | | performance by Fat Daddy I Got the Blues; and |
---|
28 | 28 | | WHEREAS, More than 150 years after emancipation was |
---|
29 | 29 | | proclaimed in Texas, Juneteenth continues to inspire gatherings |
---|
30 | 30 | | that honor the myriad achievements and immeasurable fortitude of |
---|
31 | 31 | | the African American community in the Lone Star State; now, |
---|
32 | 32 | | therefore, be it |

33 | 33 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
34 | 34 | | Legislature hereby commemorate the 2023 Mesquite NAACP Juneteenth |
---|
35 | 35 | | Festival and extend to all those in attendance sincere best wishes |
