44 R E S O L U T I O N
55 BE IT RESOLVED by the House of Representatives of the State of
66 Texas, 88th Legislature, Regular Session, 2023, That House Rule 13,
77 Section 9(a), be suspended in part as provided by House Rule 13,
88 Section 9(f), to enable the conference committee appointed to
99 resolve the differences on Senate Bill 1893 (prohibiting the use of
1010 certain social media applications and services on devices owned or
1111 leased by governmental entities) to consider and take action on the
1212 following matters:
1313 (1) House Rule 13, Section 9(a)(1), is suspended to permit
1414 the committee to change, alter, or amend text which is not in
1515 disagreement in proposed SECTION 1 of the bill, in added Section
1616 620.001(1)(B), Government Code, by striking "by executive order"
1717 and substituting "by proclamation".
1818 Explanation: The change is necessary to ensure the proper
1919 method by which the governor specifies a social media application
2020 as a covered application.
2121 (2) House Rule 13, Section 9(a)(1), is suspended to permit
2222 the committee to change, alter, or amend text which is not in
2323 disagreement in proposed SECTION 1 of the bill, in added Section
2424 620.001(2)(B), Government Code, between "a court of appeals," and
2525 "or the Texas Judicial Council", by inserting "a district court,".
2626 Explanation: The change is necessary to ensure that district
2727 courts comply with the Act.
2828 (3) House Rule 13, Section 9(a)(1), is suspended to permit
2929 the committee to change, alter, or amend text which is not in
3030 disagreement in proposed SECTION 1 of the bill, in the heading to
3131 added Section 620.005, Government Code, by striking "ORDER" and
3232 substituting "PROCLAMATION".
3333 Explanation: The change is necessary to ensure the proper
3434 method by which the governor specifies a social media application
3535 as a covered application.
3636 (4) House Rule 13, Section 9(a)(1), is suspended to permit
3737 the committee to change, alter, or amend text which is not in
3838 disagreement in proposed SECTION 1 of the bill, in added Section
3939 620.005, Government Code, by striking "executive order" and
4040 substituting "proclamation".
4141 Explanation: The change is necessary to ensure the proper
