5 | 5 | | WHEREAS, Kevin Kolbye retired as assistant police chief of |
---|
6 | 6 | | the Arlington Police Department in 2022, following a noteworthy |
---|
7 | 7 | | career spanning nearly four decades in law enforcement; and |
---|
8 | 8 | | WHEREAS, In 1983, Mr. Kolbye was hired by the Dallas Police |
---|
9 | 9 | | Department, and four years later, he joined the Federal Bureau of |
---|
10 | 10 | | Investigation; he was named assistant special agent in charge of |
---|
11 | 11 | | the Dallas Field Office in 2007; during his tenure, he led the FBI |
---|
12 | 12 | | SWAT Team, participated in covert operations, and oversaw the |
---|
13 | 13 | | Criminal and National Security Branch; he received a temporary |
---|
14 | 14 | | assignment as the on-scene commander in Afghanistan in 2009 and |
---|
15 | 15 | | oversaw all investigation and intelligence activities in the course |
---|
16 | 16 | | of Operation Enduring Freedom; in 2013, he was selected by the FBI's |
---|
17 | 17 | | deputy director as the commander for the Benghazi investigation in |
---|
18 | 18 | | Libya; and |
---|
19 | 19 | | WHEREAS, Mr. Kolbye joined the Arlington Police Department |
---|
20 | 20 | | in 2015, initially presiding over patrol operations; as assistant |
---|
21 | 21 | | police chief over the support operations bureau, he guided |
---|
22 | 22 | | investigative units in homicide, narcotics, traffic units, and |
---|
23 | 23 | | other specialized sections; admired as a dynamic role model and |
---|
24 | 24 | | caring mentor, he was called upon to co-lead the department upon the |
---|
25 | 25 | | retirement of Police Chief Will Johnson in 2020 and then served as |
---|
26 | 26 | | interim chief; following his own retirement in 2022, Mr. Kolbye has |
---|
27 | 27 | | continued to work to make Texas communities safer; he has provided |
---|
28 | 28 | | invaluable assistance as a champion of HB 2129, legislation |
---|
29 | 29 | | allowing merchants to offer theft education to a person suspected |
---|
30 | 30 | | of committing or attempting to commit theft; in recognition of his |
---|
31 | 31 | | outstanding effort, the law is to be known as the Kevin Kolbye Act; |
---|
32 | 32 | | and |
---|
33 | 33 | | WHEREAS, A graduate of Texas Tech University, Mr. Kolbye |
---|
34 | 34 | | earned his bachelor's degree in accounting and went on to complete a |
---|
35 | 35 | | master's degree in criminal justice at Tarleton State University; |
---|
36 | 36 | | he has also furthered his education at the FBI's Executive |
---|
37 | 37 | | Leadership Institute, the Northwestern University Kellogg School |
---|
38 | 38 | | of Management-Navigating Strategic Change, and the Senior |
---|
39 | 39 | | Management Institute for Police at Boston University, and he |
---|
40 | 40 | | graduated from the FBI National Executive Institute in 2019; and |
---|
41 | 41 | | WHEREAS, Kevin Kolbye has demonstrated an unwavering |
---|
42 | 42 | | commitment to the safety and well-being of his fellow citizens, and |
---|
43 | 43 | | he set a standard of excellence to which all law enforcement |
---|
44 | 44 | | professionals may aspire; now, therefore, be it |
---|
45 | 45 | | RESOLVED, That the House of Representatives of the 88th Texas |
---|
46 | 46 | | Legislature hereby honor retired Arlington assistant police chief |
---|
47 | 47 | | Kevin Kolbye for his exemplary contributions to law enforcement and |
---|
48 | 48 | | commend him for his instrumental role in the passage of HB 2129; |
---|
