5 | 5 | | WHEREAS, Eva Eloisa DeLuna Castro retired from Every Texan in |

6 | 6 | | 2022, drawing to a close more than 24 years of dedicated service to |

7 | 7 | | the nonprofit advocacy organization; and |

8 | 8 | | WHEREAS, A native of Mexico, Ms. DeLuna Castro attended |

9 | 9 | | Harvard University, where she received her bachelor's degree in |
---|
10 | 10 | | 1988 with honors; she later earned a master's degree from the LBJ |
---|
11 | 11 | | School of Public Affairs at The University of Texas at Austin; and |
---|
12 | 12 | | WHEREAS, Ms. DeLuna Castro worked for the Texas House of |
---|
13 | 13 | | Representatives and the Office of the Texas Comptroller of Public |
---|
14 | 14 | | Accounts before joining the Center for Public Policy Priorities, |
---|
15 | 15 | | known today as Every Texan; in her role as state budget analyst, she |
---|
16 | 16 | | oversaw the organization's fiscal policy analysis and cultivated an |
---|
17 | 17 | | encyclopedic understanding of the legislative process, state |
---|
18 | 18 | | fiscal matters, socioeconomic data, and other issues impacting |
---|
19 | 19 | | Texans; over the course of her career, she set the gold standard for |
---|
20 | 20 | | independent analysis of Texas public budgets and spending in the |
---|
21 | 21 | | public interest; and |
---|
22 | 22 | | WHEREAS, Ms. DeLuna Castro authored countless reports and |
---|
23 | 23 | | analyses on Texas government spending issues and trends, and she |
---|
24 | 24 | | worked tirelessly to educate Texans on how taxes and spending |
---|
25 | 25 | | affect their lives and create more equitable opportunities for all |
---|
26 | 26 | | citizens; she also demonstrated great skill in using social media |
---|
27 | 27 | | to highlight important data, benefiting her colleagues, |
---|
28 | 28 | | legislators and their staff, as well as the general public; since |
---|
29 | 29 | | her retirement, she has returned to the Texas Legislature to serve |
---|
30 | 30 | | as senior policy analyst in the office of Representative Trey |
---|
31 | 31 | | Martinez Fischer; and |
---|
32 | 32 | | WHEREAS, Through her dedication and expertise, Eva DeLuna |
---|
33 | 33 | | Castro has contributed immeasurably to the goal of strengthening |
---|
34 | 34 | | public policy in order to ensure that people of all backgrounds can |
---|
35 | 35 | | thrive and fulfill their potential, and in so doing, she has earned |
---|
36 | 36 | | the admiration and affection of her colleagues and the lasting |
---|
37 | 37 | | appreciation of her fellow Texans; now, therefore, be it |

38 | 38 | | RESOLVED, That the House of Representatives of the 88th Texas |

39 | 39 | | Legislature hereby commend Eva Eloisa DeLuna Castro for her more |
