| 5 | 5 | | WHEREAS, All who shared in the life of Richard F. Garrett were |
|---|
| 6 | 6 | | deeply saddened by his passing on February 24, 2023, at the age of |
|---|
| 7 | 7 | | 81; and |
|---|
| 8 | 8 | | WHEREAS, The son of William and Mary Rapson Garrett, Dick |
|---|
| 9 | 9 | | Garrett was born in Mt. Carmel, Illinois, on July 4, 1941, and he |
|---|
| 10 | 10 | | grew up with the companionship of two brothers and one sister; and |
|---|
| 11 | 11 | | WHEREAS, Mr. Garrett retired from a long and rewarding career |
|---|
| 12 | 12 | | with ARCO/BP, during which he worked in the U.S. and in various |
|---|
| 13 | 13 | | other countries; he enjoyed reading, traveling, photography, and |
|---|
| 14 | 14 | | spending time with his loved ones; and |
|---|
| 15 | 15 | | WHEREAS, Above all else, Mr. Garrett took great pride in his |
|---|
| 16 | 16 | | daughters, Sheila and Christina, and with the passing years, he had |
|---|
| 17 | 17 | | the pleasure of welcoming into his family three grandchildren, |
|---|
| 18 | 18 | | Shelby, Emma, and Matthew; and |
|---|
| 19 | 19 | | WHEREAS, Although Dick Garrett will be greatly missed, he has |
|---|
| 20 | 20 | | left his family and friends with a wealth of memories that they will |
|---|
| 21 | 21 | | forever cherish; now, therefore, be it |
|---|
| 22 | 22 | | RESOLVED, That the House of Representatives of the 88th Texas |
|---|
| 23 | 23 | | Legislature hereby pay tribute to the memory of Richard F. Garrett |
|---|
| 24 | 24 | | and extend sincere condolences to the members of his family: to his |
|---|
| 25 | 25 | | daughters, Sheila Garrett Jenkins and Christina Garrett Guzman and |
|---|
| 26 | 26 | | her husband, Manuel Guzman III; to his grandchildren, Shelby |
|---|
| 27 | 27 | | Jenkins Wilkinson and her husband, Jeffrey Wilkinson, Emma Guzman, |
|---|
| 28 | 28 | | and Matthew Guzman; and to his other relatives and friends; and, be |
